(ab) Mixed Use Commercial-Multiple Family Corridors: Areas where businesses are oriented to the shopping <br /> and service needs of the Everett community and surrounding areas of Snohomish County,and in which new <br /> development and redevelopment is encouraged to include housing and other supportive services and uses. <br /> (be) Neighborhood Shopping: Compact shopping districts located in close proximity to residential areas, <br /> containing small scale buildings and businesses that are oriented to,and provide for,the day to day consumer <br /> needs of the immediately surrounding residential neighborhoods. <br /> (cd) Waterfront Commercial: Water-oriented districts that create or reinforce a distinct character associated <br /> with the shoreline location,and that combine commercial activities with recreational activities or promote a high <br /> level of public contact with the Everett's shoreline. <br /> (c) Community Business: Areas where busines.es arc oriented to the chopping and service needs of the <br /> Everett community and surrounding areas of Snohomish County. <br /> Policy 2.2.7 All commercial developments should be designed and developed to promote easy access for <br /> Policy 2.2.85 Commercial lands located adjacent to streets designated as"gateway corridors"shall be <br /> developed in a manner,that improves the appearance of the arterial corridor consistent with the policies of the <br /> Urban Design&Historic Preservation Element,or other approved urban design plans for the street(s)upon which <br /> the property is located. <br /> Policy 2.2.9 Adult use busine-scs,as defined by the Zoning Code,arc considered compatible with the <br /> "Community Business,"Mixed Use Commercial Multiple Family,"and"Waterfront Commercial"land use <br /> designations as designated on the Land Use Map,provided that they meet the location criteria of the Zoning <br /> Code. If this policy is inconsistent with any other Commercial Land Use Policy,then this policy shall control. <br /> Policy 2.2.10 Develop standards and review procedures to address public safety concerns in the land use <br /> permitting process for commercial and mixed use developments. <br /> 2.3 Industrial Land Use Policies <br /> The Land Use Element must provide identify sufficient capacity of land suitable for development to accommodate <br /> employment growth,including to provide the for the manufacturing and industrial service needs projected for the <br /> community. Everett's traditional manufacturing base has experienced a decline from its early days,when the city <br /> was ringed with numerous waterfront industries. While few of the city's wood products manufacturers remain, <br /> aircraft a-sembly,high technology manufacturing,warehousing,transportation,and service businesses currently <br /> remain strong for the foreseeable future. Other sectors,including services,transportation, h .Ith sciences, <br /> government and education sectors,are expected to grow. The City feels the preservation of a strong industrial <br /> term economic health and stability of the county and region. Everett's large industrial land base is viewed as a <br /> regional economic resource that cannot be easily replaced elsewhere in the region. Therefore,these policies <br /> emphasize the preservation of most of Everett's industrial land base for future job growth and the industrial and <br /> service needs of the region,and to provide for compatibility between industrial areas and more sensitive land <br /> uses. <br /> Policy 2.3.1 Identify which industrial areas should remain designated for industrial development and <br /> determine where currently designated-industrial lands should be designated for other uses,while promoting <br /> compatibility between industrial uses and more sensitive land uses. <br /> Policy 2.3.2 Encourage the establishment and expansion of industrial uses that strengthen and diversify <br /> the local economy. <br /> LAND USE ELEMENT,2019 Amendment 19 <br /> Exhibit 1-Page 19 <br /> 85 <br />
