The <br /> Washington Administrative Code guidelines(WAC's)suggest that the Land Use Element include"a schedule for <br /> the phasing of the development contemplated consistent with the availability of capital facilities as provided in <br /> the capital facilities element." This"concurrency"schedule will=be s addressed in-the Capital Facilities Element, <br /> consistent with policies for levels of service and financing capabilities. The Land Use Element d als with the <br /> designation of land for public capital facilities and the impacts associated with siting of such facilities. This <br /> approach is consistent with the Multi County Planning Policies for King, Kitsap,Pierce and Snohomish Counties. <br /> facilities often causes secondary impacts and land use compatibility challenges.
