The following policies are established in accordance with these goals. <br /> Policy 2.185.1 Private Property Rights.The City,in applying policies of the Land Use Element,shall not take <br /> private property for public use without making just compensation. In applying the policies of the Land Use <br /> Element,the City shall protect the rights of private property owners from arbitrary and discriminatory actions. <br /> Policy 2.158.2 Processing of Permits. The City shall continue to process land use and building permit <br /> applications in a fair and timely manner.
