Such a model should identify the <br /> impact upon the City,Snohomish County,and the other providers of public services within the annexation ar a. <br /> Policy 2.17.5 Consider developing agreements with neighboring cities, <br /> Snohomish County and other service providers concerning the sharing of the costs and revenues a-sociated with <br /> providing services to all portions of the Everett Planning Ar a. <br /> Policy 2.17.6 Develop public sewice agreements with service providers, <br /> when possible,concerning the delivery of services to a proposed annexation arca before submitting the <br /> annexation proposal to the Boundary Review Board. <br /> Policy 2.17.7 Annexation boundaries should be based upon logical service <br /> ar as,should attempt to eliminate existing irregular boundaries to the extent po-ciblc,and should meet the <br /> objectives of the Boundary Review Board stated in RCW 36.93.180. <br /> 2.18,5 Property Rights and Permit Processing <br /> The GMA includes goals(#6 and#7)related to protection of private property rights,and the fair and timely <br /> processing of permit applications. The following policies are established in accordance with these goals. <br /> Policy 2.185.1 Private Property Rights.The City,in applying policies of the Land Use Element,shall not take <br /> private property for public use without making just compensation. In applying the policies of the Land Use <br /> Element,the City shall protect the rights of private property owners from arbitrary and discriminatory actions. <br /> Policy 2.158.2 Processing of Permits. The City shall continue to process land use and building permit <br /> applications in a fair and timely manner.
