o Advocate for capital and operating investments in K-12, CTC and university systems in Olympia and Washington, D.C., including EASC Legislative Breakfast,Advocacy Day, and legislative communications and testimony. B. Achieve World-class Infrastructure. Support initiatives to develop the infrastructure necessary for continued business recruitment and retention. a. Develop an efficient, effective system to move people, goods and services regionally, nationally and globally. b. Promote welcoming, inclusive safe and nurturing communities that provide a quality of life. c. Ensure capacity and resilience for communication,power and other utilities to meet future growth. d. Provide responsive regulatory and financial support. City of Everett deliverables: • Provide a quarterly report on EASC's progress toward the Objective above including specific activities under each sub-category that encourage the City of Everett economy. o EASC transportation initiatives should specifically include Everett-based initiatives including the Smith Island Terminal, the Port of Everett, Highway 2 and SR 526 improvements, Swift BRT, and Paine Field Commercial Airport at Everett. o EASC utility initiatives should specifically include aerospace manufacturing needs around Paine Field and support city efforts to provide access to high- speed data service throughout the commercial areas of Everett. o EASC shall provide the city with details of its legislative plan and positions and provide the city with opportunity to comment. o Support city grant applications for Riverpointe bridge funding and Economic Development Administration assistance. o Support city economic development efforts in the Westmont-Holly, Evergreen, Boeing triangle. o Convene jurisdictions and stakeholders throughout Snohomish County to coordinate transportation and infrastructure advocacy efforts C. Foster Industry & Sector Diversity.Implement and sustain business recruitment and retention initiatives to grow and diversify the County's economy. a. Develop and implement incubator programs focused on information and communications technology(ICT), clean tech and other emerging technologies. b. Aggressively protect and grow core industries of Aerospace, Military, and Life Sciences. c. Identify and recruit targeted companies/industries that prioritize deep-water port and commercial air service. d. Leverage natural resources and agricultural assets to develop recreational, tourism and manufacturing industries (e.g. cross laminated timber/CLT). e.
