In September 2016,the City obtained a
permanent easement for the landing pad, plus a temporary construction easement for the bridge construction.
The tempgrary construction easement expired October 31, 2018, due to construction delays related to the
steel manufacturing of the bridge pieces. The temporary construction easement has been revised to extend
the use of the Port's property until the end of 2019 in order to complete the bridge construction.
Additionally, a one-time payment of$17,600 to Lombardi's is included to compensate Lombardi's for the
loss of use and the temporary reconfiguration of its northern parking lot area necessary to accommodate the
bridge construction. The compensation amount is based upon a calculation using the number of impacted
parking spaces multiplied by$50 per month for each space totaling$16,400. An additional$1,200 is being
compensated for any and all other expenses related to signage, blackout painting, restriping, or other
modifications and restorations necessary for dealing with the temporary impacts to the parking lot during the
construction period.
RECOMMENDATION: Authorize Mayor to sign the Revised Temporary Construction Easement with the
Port of Everett for the Grand Avenue Pedestrian Bridge project.
129
