A 14 foot high, freestanding sign overhangs into the City <br /> Right-of-Way. <br /> The current City of Everett Zoning Code does not list dry cleaners as a permitted use in the <br /> R-4 zone but does allow retail space up to 8,000 square feet when located on the ground floor <br /> of a mixed use building in which at least 650% of the gross floor ere. The current zoning code requires front and rear setbacks of 20 feet and side setbacks <br /> of 10 feet, a minimum of 14 off-street parking spaces, and a ten foot wide landscape strip. <br /> A variance was granted in 1959 for the construction of building #2. The first floor of the <br /> building was approved for a self-service laundry facility within the retail building. Business <br /> livenses issued to the property show that the building changed to a bookstore in 1976 and since <br /> then has been used for a vacuumcleaners store and a video store.:In granting the variance the <br /> Board of Adjustment addressed development on the entire site, including a dry cleaners that <br /> existed (in building#1) at the time the Board granted the variance for building#2. <br /> Decision: Based on the variance granted by the Board of Adjustment, I hereby find that the <br /> above described non-conformities met all City of Everett Zoning Code requirements at the time <br /> the above buildings were established. The buildings may continue to be used as retail, office, <br /> or other uses listed in the B-1 zone as long a the new use is not more nonconforming than the <br /> previous use as described in Subsection 38.030.E of the zoning code.
