#46Am <br /> ORDINANCE NO. 3666-19 <br /> An Ordinance Concerning the Everett 2015-2035 Comprehensive Plan,Amending Ordinance No. 2021- <br /> 94,and as Amended by Ordinance 3454-15 <br /> WHEREAS, the City of Everett adopted its first Comprehensive Plan under the Washington State Growth <br /> Management Act (GMA) in 1994(Ordinance No. 2021-94) and conducted a comprehensive review and <br /> update of the Plan in 2015 (Ordinance No. 3454-15); and <br /> WHEREAS, the Growth Management Act,codified as Chapter 36.70A, allows for comprehensive plans to <br /> be amended on an annual basis; and <br /> WHEREAS,the City initiated its 2018-2019 annual comprehensive plan amendment process in July of <br /> 2018,which included consideration of Land Use and Urban Design Element amendments; and <br /> WHEREAS,the Growth Management Act requires the comprehensive plan to be an internally consistent <br /> document and all elements consistent with the future land use map(RCW 36.70A.070); and <br /> WHEREAS,the Growth Management Act requires the city to coordinate, and be consistent with, the <br /> comprehensive plans of other counties or cities with which the city has, in part, common borders or <br /> related regional issues (RCW 36.70A.100); and <br /> WHEREAS,the city provided Snohomish County, the cities of Mukilteo and Marysville,the Puget Sound <br /> Regional Council, as well as tribal governments and other agencies with interest in the city, an <br /> opportunity to review and comment on the amendments to identify any issues of consistency or <br /> concern; and <br /> WHEREAS,the City has reviewed the potential environmental impacts of the proposed amendments <br /> pursuant to the State Environmental Policy Act (SEPA); and <br /> WHEREAS, public notice and opportunity to comment on these amendments was provided through <br /> electronic and mail notice to interested parties, a legal notice of public hearing before the planning <br /> commission was published in the Everett Herald on January 27, 2019, notice to the Washington State <br /> Department of Commerce provided on January 24, 2019, a public hearing was held by the Planning <br /> Commission on March 5, 2019; and <br /> WHEREAS,the Everett Planning Commission has recommended (Resolution No. 19-01)that the City <br /> Council amend the Land Use and Urban Design Elements after considering public input; and <br /> 2019 Comprehensive Plan Amendments 1 <br />
