By concentrating new growth into specific locations,the growth is directed away from adjacent <br /> lower density neighborhoods so highly valued by residents of the community. <br /> 4. Encouraging compact higher density redevelopment within the City allows protection of critical ar as as <br /> well as rural and resource lands outside of urban areas,without decreasing the overall quantity of development <br /> permitted. <br /> Transportation corridors offer opportunities to reinforce a concentrated and efficient future development pattern. <br /> Within the Everett Planning Area, many of these corridors are comprised of a mix of land uses,which include <br /> commercial,office,services, institutional,and residential development. Transportation corridors are intended to <br /> provide medium to high intensity areas of mixed-use infill and redevelopment. The levels of intensity projected <br /> for the transportation corridors arc classified as either high intensity or medium intensity. <br /> Within the high intensity transportation corridors,land use intensities significantly higher than those of adjacent <br /> neighborhoods are permitted. High intensities in these ar as,which arc already characterized by high volumes of <br /> traffic and commercial activity,arc preferred to the conversion of residential ar as for commercial uses. The high <br /> levels of transportation service support the permitted development intensity within these corridors. These levels <br /> of land use intensity arc intended to further support public transit service. The following arterials arc designated <br /> as"high intensity"transportation corridors: <br /> • Broadway, north of 41st Street <br /> • Evergreen Way,south from 41st Street to Gibson Road <br /> • Everett Mall Way,from southbound 15 off ramp to Evergreen Way <br /> • 128th Street/Airport Road between Interstate 5 and Evergreen Way <br /> The medium intensity transportation corridors arc intended to provide for a mix of uses compatible with the. <br /> adjacent neighborhoods. These areas arc intended to preserve opportunities for development in the corridor,but <br /> arc not intended to significantly change the established character of the area. These ar as are expected to <br /> of the city could be met without having to rezone single family neighborhoods to multiple family zones. The <br /> permitted development intensity within these corridors is supported by the high levels of transportation service. <br /> These levels of land use intensity are intended to further support public transit service. The following arterials arc <br /> designated as"medium intensity"transportation corridors: <br /> • 19th Avenue SE between 112th Street SE and 132nd Street SE <br /> a 128th/132nd Street corridor,cast of Interstate 5(only the north side of this corridor is within the Everett <br /> Planning Ar a) <br /> • 112th Street,from Airport Road to 19th Avenue SE <br /> Arterial corridors that arc not designated as transportation corridors shall be permitted to be developed-as <br /> indicated by the Land Use Map designations. The neighborhoods along the arterial corridors that are not <br /> designated as transportation corridors arc intended to remain in zoning districts that allow a mix of uses. <br /> FG.. TRANSPORTATION SYSTEM <br /> The Vision 2040 Regional Growth Strategy endorses the concept of concentrated housing and employment <br /> growth in regionally designated centers,including Everett, connected by regional high capacity transit. Everett is <br /> assuming that the light rail transit system will be built early enough in the planning period to allow for significant <br /> redevelopment around light rail stations prior to 2035. Figure 1 identifies a preferred conceptual alignment for the <br /> light rail system and light rail stations within the city limits.-This addition to the regional transportation system is <br /> LAND USE ELEMENT, 2019 Amendment 13 <br /> Exhibit 1 -Page 13 <br />
