encroachment by hospitals,clinics and other related medical activities and limit such uses to those residentially <br /> zoned areas where such uses are already well established. <br /> Policy 2.1.7 Confine medical clinics presently located in residential areas to compact configurations <br /> developed intensively rather than allowing them to sprawl into neighborhoods and eliminate existing housing <br /> stock. <br /> Policy 2.1.8 Require development,expansion and remodeling of hospital and clinic facilities to be visually <br /> compatible with and minimize the parking and traffic impacts upon established residential areas. <br /> Policy 2.1.9 Allow hospital expansion in residential zones only through the establishment or amendment <br /> of an Institutional Overlay Zone master plan. <br /> 2.2 Commercial Mixed-Use Land Use Policies <br /> The"commercial"policies of the Land Use Element must identify provide sufficient capacity of lands suitable for <br /> development to accommodate employment growth, including to allow for the commercial activities serving the <br /> needs of the Everett community and the surrounding areas Snohomish County. Historically, Everett has <br /> designated excessive amounts of commercial land in its land use plans and zoning. This can be asily seen in the <br /> high vacancy rates and turnover of businesses in many of the commercial districts in the city. Growth projections <br /> suggest a greater need for residential land than commercial land. Therefore,the land use policies will continue to <br /> emphasize the integration of housing in commercial areas,and the improvement of existing commercial districts. <br /> The commercial land use policies emphasize the improvement and redevelopment of existing commercial areas in <br /> preference to the establishment of new commercial zones. The Land Use Element provides for an adequate <br /> amount of commercial land that will meet the retail and service needs of the Everett community,while <br /> facilities. <br /> Policy 2.2.1 Strongly discourage the spread of commercial zoning and uses into residential neighborhoods. <br /> Instead,strongly encourage the more intensive utilization of existing commercial areas for commercial purposes, <br /> mixed residential use,and public activities. (See Residential Policy 2.1.3) <br /> Policy 2.2.2 Discourage speculative rezoning and require,where necessary, proposed new commercial <br /> designations to be based upon a binding plan that integrates well with and improves the surrounding commercial <br /> area and adjoining neighborhoods. <br /> Policy 2.2.3 Require new commercial development to be pedestrian friendly,and transit oriented in areas <br /> served by public transit. <br /> Policy 2.2.34 Adopt standards to promote well designed commercial developments and proper <br /> maintenance of commercial properties to improve and reinforce the quality and character of the City's <br /> commercial districts and surrounding neighborhoods. <br /> Policy 2.2.5 Commercial uses and developments should be designed so as to minimize the impacts upon <br /> surrounding land uses,especially residential areas. <br /> Policy 2.2.6A Identify on the Land Use Map appropriate areas in which to apply the following commercial <br /> mixed-use land use designations.Use the following criteria as a guide to establishing zoning districts and <br /> implementing regulations: <br /> variety of commercial, residential,and community oriented public uses,and that reinforce the high density mix of <br /> Use Policies.) <br /> LAND USE ELEMENT, 2019 Amendment i8 <br /> Exhibit 1 -Page 18 <br />
