While the City has focused much attention <br /> to the riverfront arca located south of Pacific Avenue,tThe area north of Pacific Avenue up to the Interstate 5 <br /> bridge along the Snohomish River needs planning attention to address economic development,land use,and <br /> transportation challenges in the area. The area is comprised of parcels fragmented by the railroad and the <br /> Interstate 5, US 2 highway rights-of-way,and city streets. The ar a is zoned and designated for industrial use. <br /> Following the adoption of the 201510 year plan update,tThe City should conduct a planning study for this area to <br /> determine the economic potential for the area and if land use changes should be considered. <br /> Policy 2.9.9 Evergreen Way and Arterial Corridors. The Evergreen Way Revitalization Plan was adopted in <br /> 2012.The City should look at ways to provide incentives and simplify the code in order to redevelop the city's <br /> arterial corridors into healthy,vibrant areas. <br /> Policy 2.9.10 Everett Mall Area. The Everett Mall has seen several major retailers leave and ownership <br /> change.With consumer habits changing,the City should work with the property owners and the neighborhood for <br /> high quality redevelopment of the mall property as a well-utilized,high density mixed-use center for the city. <br /> 2.10 Shoreline Land Use Policies/Shoreline Public Access Plan- <br /> Portions of the Shoreline Master Program were adopted as an clement of the Comprehensive Plan. These policies <br /> arc included behind the Shoreline Land Use tab at the end of this Land Use Element.
