• <br /> , + i. , <br /> • <br /> °V -A-a‘44 " <br /> EVERETT <br /> ORDINANCE NO..07002/—q'7` <br /> An Ordinance Adopting a Growth Management Comprehensive <br /> Plan for the City of Everett and Superseding Existing <br /> Policies Contained in the Everett General Plan <br /> WHEREAS, the State Legislature enacted the Growth Management Act in 1990 <br /> requiring cities and counties throughout the state to adopt comprehensive plans <br /> for a twenty year planning period that includes elements addressing land use, <br /> housing, transportation, capital facilities, and utilities; and <br /> WHEREAS, Everett has previously adopted over time a variety of planning <br /> documents collectively known as the Everett General Plan, which include some <br /> of the policy elements required by the Growth Management Act, but not all of <br /> mandatory elements of the Act; and <br /> WHEREAS, the City has elected to include Economic Development, Urban <br /> Design and Historic Preservation, and Parks as important elements in the <br /> comprehensive plan which are not mandated by the Growth Management Act; <br /> and <br /> WHEREAS, the Planning Commission has been meeting since 1990 to <br /> determine the growth needs and the wishes of the community for Everett's future <br /> and to develop a comprehensive plan consistent with the requirements of the <br /> Growth Management Act; and <br /> WHEREAS, the City has conducted an extensive public outreach program in the <br /> development of the Growth Management Comprehensive Plan and the Planning <br /> Commission has conducted numerous public workshops and hearings to obtain <br /> public input regarding growth issues related to Everett's future; and <br /> WHEREAS, the citizens, business community, property owners, and civic and <br /> neighborhood organizations have expressed as desirable qualities for Everett's <br /> planning guidelines the ideals of protecting neighborhood character, <br /> encouraging economic diversity, promoting affordable housing and increased <br /> home ownership opportunities, concentrating jobs in downtown and southwest <br /> Everett, increasing residential densities while maintaining a sense of community, <br /> developing an efficient regional high capacity transit system, providing adequate <br /> levels for public services, and maintaining a high quality of life; and <br />
