particularly for larger projects that may span all or most of the 20 year planning horizon. 11111
Projects that are identified but only partially funded, or that are unfunded, during the 20-
year planning period, are illustrated to indicate their importance to the overall success of
the Plan, but the unfunded portions will not be subject to concurrency tests (these are
shown in Figure 1 as "Post-2012"). If additional funding becomes available, or funding
reallocations occur during the planning period, these longer-range needs may change in '
phasing. The unfunded needs (post-2012 projects) are not considered as a means of
mitigating impacts during the planning period. They are included in the concept to
demonstrate the overall planning context, and the reality that time periods cannot be I
discretely or arbitrarily isolated. The planning horizon and process for transportation
planning is continuous, dynamic and open-ended.
Table 3 summarizes proposed project concepts by year, including cost, jurisdiction,
investment category and phase. The City and participating jurisdictions are expected to
raise about than $720 million in transportation revenues during the planning period (refer
to the Draft Environmental Impact Statement for discussion of this information). This
figure is less than $580 million if Regional Transit Authority revenues are not included.
Probable revenues fall short of planned needs, and that is why some projects are shown as
"Post-2012" in the Table.
I
r
I
I
I
I
1
I
T-10 '
