as with the environmental impact policies above, the repetition of requirements as the City's <br /> policy will provide further reinforcement for implementation. <br /> Objective # 5: Principles, Commitments and Policies <br /> Overall Objective: Establish and maintain an efficient and effective coordination <br /> program for reviewing and resolving inter jurisdictional transportation concerns in or <br /> affecting Everett's Planning Area. <br /> Planning Principles and Commitments: <br /> (1) Coordinate transportation planning and investment decisions with the <br /> County, the State and neighboring jurisdictions, including the use of <br /> interlocal agreements <br /> (1)Establish a new development review process that views local, <br /> countywide and regional decisions as an integrated growth management <br /> system with common and mutually beneficial purposes. <br /> (2)Establish an interjurisdictional capital improvement programming <br /> process that assures that the new growth management concepts are <br /> effectively supported by transportation decisions <br /> (3)Establish a countywide mitigation program with comparable fees, <br /> shared financing responsibilities and similar procedural requirements <br /> Policies: <br /> Coordination <br /> 5.a. Coordinate the planning, design and financing of transportation systems with the <br /> transportation and land use plans of neighboring jurisdictions in order to identify <br /> opportunities to maximize benefits with limited financial resources. <br /> 5.b. Participate in the planning, design, funding, and development of a regional high <br /> capacity transit system as a travel option for regional passenger travel and to reduce <br /> reliance on the single occupant vehicle. <br /> 5.c. Coordinate decisions on regional high capacity transit rights-of-way and their <br /> connections to other regional facilities within the city limits with other jurisdictions in the <br /> region in order to maximize transit investment benefits that enhance the City's land use and <br /> transportation goals and visions. <br /> 5.d. Alignments for a future regional high capacity transit system should be based on <br /> criteria that are guided by the City's preferred land use vision, population and employment <br /> distribution and opportunities and potential for redevelopment. <br /> 5.e. City arterials should not be designed or managed to serve as primary alternative routes <br /> for regional through trips. <br /> T-29 <br />
