plan as provided by the Growth Management Act to make adjustments as <br /> needed to respond to changing circumstances and to ensure that growth in the <br /> community is of a desirable character and occurs in an orderly manner; and <br /> WHEREAS, that while the Everett Planning Area has the capacity under the <br /> Preferred Alternative for a population of 150,000 by 2012, this target must be re- <br /> evaluated periodically. Since much of the population growth assumed in this <br /> target is based upon redevelopment which will be affected by many factors over <br /> which the City has little influence, the City must review and adjust the target if <br /> redevelopment strategies do not produce the housing needed to accommodate <br /> the population growth target; and <br /> WHEREAS, the City Council recognizes that the population projected within the <br /> Preferred Alternative within the current Everett city limits and the Everett <br /> Planning Area are target population numbers; that planning under the Growth <br /> Management Act is an iterative process, and as additional information becomes <br /> available and additional decisions are made, subsequent adjustments to the <br /> plan and the population targets will need to be made; <br /> NOW, THEREFORE, the City of Everett Does Ordain: <br /> SECTION 1: That the City Council hereby adopts in accordance with the State <br /> of Washington Growth Management Act, the Preferred Alternative which is <br /> attached hereto as Exhibit A and incorporated herein by reference as the Growth <br /> Management Comprehensive Plan for the City of Everett; <br /> SECTION 2: That the City Council will use the Transportation Element and the <br /> Capital Facilities Element as a guide for capital budget and investment decisions <br /> for the City, including the annual Six Year Transportation Improvement Plan; <br /> SECTION 3: That the body of policies adopted over time that are contained in <br /> the Everett General Plan are hereby superseded and replaced by those <br /> contained in the Growth Management Comprehensive Plan, but that the <br /> following functional plans which have been previously adopted and which may <br /> be updated in the future by the City shall remain as policy guidelines to be used <br /> in shaping future growth in the community: <br /> a) A Development Plan for Everett's Central City <br /> b) An Urban Design Plan for the Everett Harborfront <br /> c) Snohomish River Bicycle-Pedestrian Public Access Plan <br /> d) Everett Harborfront Public Access Plan <br /> e) Rucker & Grand Avenues Historic Overlay Zones <br /> f) Urban Service Area Element <br /> g) Shoreline Master Program <br /> 3 <br />
