CITY <br /> Memorandum of Understanding <br /> Between the Snohomish County And <br /> The City of Everett, Washington <br /> This Memorandum of Understanding ("MOU") is entered into by and between Snohomish <br /> County, a political subdivision of the State of Washington, on behalf of its Sheriff's Office <br /> (hereinafter referred to as "Sheriff's Office" or "the County") and Everett, a municipal <br /> corporation of the state of Washington (hereinafter, "Agency"). <br /> Purpose: <br /> The Sheriff's Office received grant funds in the amount of$50,000 from the Washington Traffic <br /> Safety Commission ("WTSC") Target Zero Program for the purpose providing DUI related police <br /> training in Snohomish County. The Sheriff's Office will manage the grant and distribute <br /> reimbursement to Snohomish County DUI and Target Zero Task Force ("Task Force") agencies. <br /> Funding is available for training conducted from October 1, 2018, through September 30, 2019. <br /> Task Force: <br /> The Snohomish County Target Zero and DUI Task Force ("Task Force") is a regional partnership <br /> of agency representatives focused on reducing traffic related deaths and serious injuries on <br /> Snohomish County roadways with a goal of eliminating deaths and serious injuries by 2030. <br /> Grant Activities: <br /> Many Task Force agencies, due to budget cuts, have a limited number of officers with BAC <br /> training, BAC refresher, SFST ARIDE or other DUI related training. Grant money will pay <br /> overtime costs incurred to send officers and deputies to these trainings, and will pay instructor <br /> overtime to conduct ARIDE training classes. The grant money may also be used to reimburse <br /> Agency costs associated with the travel, hotel and registration the Target Zero Manager (TZM), <br /> or designee to attend the national DRE conference in the fall of 2019, depending on availability. <br /> Process: <br /> BAC, BAC Refresher, SFST, TSRP and ARIDE training announcements will be distributed to Task <br /> Force agencies by the TZM. Other DUI related trainings will be considered by the TZM. The <br /> Agency will submit a request to send personnel to training to the TZM for approval. If <br /> approved, the Agency may register the officer in the training. <br /> ARIDE Instructor: The instructor will submit a proposed class to the TZM, including details on <br /> dates, times, locations and number of spaces for students. The TZM and WTSC rep will review <br /> the request and may approve overtime for the instructor. <br /> DRE conference: The TZM will notify Task Force agencies of the location and registration dates <br /> for DRE conferences, and of the deadline for agencies to submit requests to attend the DRE <br /> conference(s). Interested agencies must submit a request for DRE training reimbursement in <br /> writing prior to the established deadline for the TZM for review, approval or denial. If multiple <br /> 1 <br />
