Here is a summary of my observations and position in the matter. <br /> City records indicate that the building consists of two separate dwelling units, one dwelling unit on the main level <br /> consisting of two bedrooms, one bathroom, kitchen and living space. <br /> Another separate dwelling unit located on the second floor of the building consisting of two bedrooms and one <br /> bathroom a kitchen and living space. <br /> Records indicate that this is the historical configuration and approved use of the structure. Documentation was located <br /> that included permits for the replacement of the two electrical meters replaced in 1996. <br /> During our visit this morning it was observed that the basement portion of the building is being used in a manner <br /> consistent with that of a separate dwelling unit. <br /> Three rooms in the basement are being used for sleeping rooms complete with beds and occupants.Another basement <br /> room is being used as a kitchen with the use of portable kitchen appliances. ( microwave oven,toaster, hotplate, <br /> coffeemaker, and refrigerator observed.) <br /> A locking door and separate entry separates this portion of the building for use as a distinct and separate dwelling unit. <br /> Records indicate that the use of the basement level of the building as a separate dwelling has not been approved. <br /> (County tax records and other documents indicate that the basement status is unfinished.) <br /> The basement area of the building is not approved for habitable space.The sleeping rooms lack code compliant <br /> emergency escape openings. <br /> It is my position that the continued use of the basement of this building as a separate dwelling unit or for sleeping and <br /> cooking purposes is an Unlawful act per section 106.1 of the IPMC. <br /> Regards <br /> Ted Budden <br /> Chief Inspector <br /> Everett Building Department <br /> 425.257 7271 <br /> From: Donald Cunningham <br /> Sent: Tuesday, October 20, 2015 10:54 AM <br /> To: Ted Budden <br /> Subject: 2232 Rainier <br /> Ted- <br /> 1 <br />
