Ted de Budden <br /> From: Ted de Budden <br /> Sent: Thursday, February 15, 2018 3:36 PM <br /> To: Donald Cunningham <br /> Subject: 2306 Rainier Ave. <br /> Don, <br /> Here is a summary I have prepared based on my research and the inspection conducted with you on 2/9/2018 of the <br /> building located at 2306 Rainier Ave Everett. <br /> Snohomish County tax records indicate that the building was originally constructed in 1906 as a 2 story with basement <br /> single family house. <br /> At some point in the past the structure has been altered to create 5 separate dwellings or apartments.This alteration <br /> work has been conducted without required permits and approvals. Inspection observations have revealed that the <br /> alterations have not been made in a code compliant manner. <br /> The dwellings lack fire resistive separation as required by code.The two basement dwellings lack code compliant <br /> headroom, bedroom escape and rescue openings, and the south basement unit lacks sufficient plumbing fixture <br /> clearances. <br /> The central heating system installed in the building has failed.This is causing the occupants to use portable electric <br /> space heaters.This practice is unsafe and can overload the already heavily burdened electrical system. <br /> The gas fired appliances installed in the north basement unit are poorly vented and lack adequate code required <br /> combustion air. <br /> Additionally,the single hot water heater is too small to serve the demands of 5 separate dwellings. <br /> The building and all 5 apartments is served by a single 200 amp electrical service.We are currently waiting for an <br /> electrical load calculation and analysis that has been requested be provided by the electrical contractor that has done <br /> work on the building. <br /> Our review of this information and subsequent recommendations and requirements is pending. <br /> In summary, <br /> This building has been heavily altered from its originally approved condition as a single family dwelling to create the 5 <br /> unit multi family structure. <br /> These alterations have been made in an Unsafe and Unlawful manner as defined by code. <br /> The safety and welfare of the occupants of this building has been compromised by these non-compliant conditions. <br /> I encourage and fully support your enforcement efforts to abate these conditions. <br /> Regards <br /> Ted M.de Budden <br /> Chief Inspector <br /> Everett Building Department <br /> 425.257 7271 <br /> 1 <br />
