CITY OF EVERETT SPECIAL PROVISIONS <br /> Shall: Required conduct. <br /> Shown: Refers to information presented on the Plans, with or without reference to the <br /> Plans. <br /> Specify: Refers to information described, shown, noted or presented in any manner in <br /> the Contract. I <br /> Submittals: The information required by the Contract Documents provided by <br /> Contractor to the City's Representative or City. <br /> Total Float: The amount of time a given activity or path of activities may be delayed <br /> before it will affect the Completion Date. <br /> Traffic: Both vehicular and non-vehicular traffic, such as pedestrians, bicyclists, <br /> wheelchairs, and equestrian traffic. I <br /> Unabsorbed Overhead: The reduction or loss of contribution to recovery of the <br /> Contractor's Overhead costs realized by the result of reduced Project or Contractor <br /> billings, or both, due to any reason whatsoever, including a Project extension. <br /> Unit Price Work: Refers to items of Work identified by unit prices in the Proposal. <br /> 1-02 BID PROCEDURES AND CONDITIONS <br /> 1-02.1 Pre qualifications of Bidders <br /> Delete 1-02.1 and substitute the following: <br /> 1-02.1 Bidder Responsibility Criteria <br /> (******) <br /> 1-02.1(1) Mandatory Bidder Responsibility Criteria <br /> (******) <br /> Bidder shall meet mandatory responsibility criteria in accordance with RCW <br /> 39.04.350(1). The City may require the Bidder to submit documentation demonstrating <br /> compliance with the criteria under this 1-02.1(1). The Bidder must: <br /> 1. Registration. Have a current certificate of registration as a contractor in compliance <br /> with chapter 18.27 RCW, which must have been in effect at the time of Bid <br /> submittal; and <br /> 2. UBI. Have a current Washington Unified Business Identifier (UBI) number; and <br /> 3. State Requirements. If applicable: <br /> a. Have Industrial Insurance (workers' compensation) coverage for the bidder's I <br /> employees working in Washington, as required in Title 51 RCW; <br /> b. Have a Washington Employment Security Department number, as required in <br /> Title 50 RCW; and ' <br /> c. Have a Washington Department of Revenue state excise tax registration <br /> number, as required in Title 82 RCW. <br /> 4. Disqualification. Not be disqualified from bidding on any public works contract I <br /> under RCW 39.06.010 or 39.12.065(3). <br /> 5. Certification of Wage Compliance. Within the three-year period immediately <br /> preceding the date of the bid solicitation, not have been determined by a final and <br /> binding citation and notice of assessment issued by the department of labor and <br /> industries or through a civil judgment entered by a court of limited or general <br /> jurisdiction to have willfully violated, as defined in RCW 49.48.082, any provision of <br /> chapter 49.46, 49.48, or 49.52 RCW. <br /> Alverson Stormwater Separation February, 2019 <br /> WO No—UP3660 Division 1 —GENERAL REQUIREMENTS <br /> SP—42 <br />
