C C <br /> PLANNIN�G DIRECTOR DETERMINATION <br /> Review Process I �00-027 <br /> Landscape Modiflcatlon <br /> The City of Everett Planning Department grants approval of a request by Butterfleld Design <br /> representing Dr. Sanford Wright, 2316 Ruc�Cer Ave, Everett, WA 98201 for a landscape <br /> modification for the property located at 2321 Rucker Ave with the following conditions: <br /> 1. Provide the landscaping as shown on the approved site plan dated 8/15/00 on file wlth <br /> the City Building Department that was submitted for pian check no#B0006-036. Provtde <br /> a minlmum 5' wide planting strip along the north property line planted to Type III <br /> Standards. All required trees to be evergreen. In addition to the landscaping, provide a <br /> solid sight-screening fence a minimum of 4 feet tall where the proposed parking area is <br /> located adJacent to the northem abutting property. <br /> The Planning Director approved the landscape modification based on the following: <br /> The subJect property is located in the R-4H zone. The proposed change of use nom residential <br /> to clinic does not involve any major additions to the existing structure at 2321 Rucker Ave. In <br /> fact, the exterior residential look and character of the shucture will remain the same with the <br /> exception of ineeting accessibility requirements. The only imorovement to the site that will be a <br /> change in the character is the construction of a new parking area at the rcar of the property. <br /> The site is bordered to the north by a residential use that may be impacted by the new activity. <br /> The intent of the landscaping requirements is to provide a bufier from the clinic use to the more <br /> sensitive land uses that are adjacent to the site. The minor changes that are being proposed to <br /> the existing structure and the provision of Type III landscapinp along tha northem property Ilne <br /> along with the fence screenfng of the parking area will provide an adequate buffer. <br /> Subsection 35.070.A. of the City of Everett Zoning Cude gives the Planning Director, using <br /> Review Process I, the authorily to modify the required landscaping if the applicant proposes an <br /> atternative method of landscaping that would achfeve the intent and purpose of the landscaping <br /> required in this Ordinance. Review Process I is a written decision by the Planning Director <br /> which approves, disapproves, or approves with conditions the proposal of the applicant (Secllon <br /> 42.090). <br /> The appiicant may appeal the Planning Director's decision within fourteen (14) calendar days of <br /> the date of this decision. Appeal fonns are available from the Planning Department and must be <br /> submitted along with the required filing fee.
