INTERWEST
CONSTRUCTION
INC.
February 11th,2019 Serial Letter 038
Ken Kettel,Resident Engineer
KBA/City of Everett
3101 Cedar Street
Everett,WA 98201
RE: DBE Substitution:Industry Erectors
Grand Ave Pedestrian Bridge/PW 3588
Dear Ken:
Interwest Construction, Inc. (Interwest)has been notified by one of the COA DBE subcontractors
named at bid time and itemized on our DBE breakdown submitted at the beginning of the Project
that they wish to decrease their role in the Grand Avenue Pedestrian Bridge Project. Industry
Erectors, Inc. (IEI) has sited market conditions and this Project's schedule changes in their
request for scope reduction. IEI has notified Interwest of this verbally and in writing via the
attached letter. IEI's COA originally planned participation as listed in the DBE breakdown is as
follows:
BI# Description Quantity Units Unit Price Ext. Price
A95 Structural Low Alloy Steel-Utility Bridge 0.8 LS $250,000.00 $ 200,000.00
B7 Structural Low Alloy Steel-Utility Bridge 0.2 LS $250,000.00 $ 50,000.00
Total Contract Amount $ 250,000.00
IEI and Interwest have carefully evaluated the affected Bid Items and identified that a portion of
the work can still fit in IEI's schedule. Accordingly, IEI has requested that their participation in
the project be as follows:
BI# Description Quantity Units Unit Price Ext.Price
A95 Structural Low Alloy Steel-Utility Bridge 0 LS $250,000.00 $ -
B7 Structural Low Alloy Steel-Utility Bridge 1 LS $74,420.00 $ 74,420.00
Total Contract Amount $ 74,420.00
Accounting for the reduced participation of IEI, actual amounts paid to date, signed Change
Orders for DBE Subcontractors, and forecasting remaining unit price work to occur at Plan
Quantity, Interwest currently forecasts a minimum DBE value for this project of$2,186,713.33.
This value is <$68,505.67> shy of the $2,244,219.00 COA committed DBE participation amount
for this Project(see attached DBE Participation Analysis).
609 N.Hill Blvd.I Burlington,WA 98233
www.interwest.biz
Ph: (360)757-7574 Fax:(360)757-7574
Contractor License INTERCI121 OF
1 of 3
