PLANNING COMMISSION RESOLUTION NO. 19-06 <br /> A Resolution Recommending that the City Council Amend Everett Municipal Code <br /> Title 15, Local Project Review Procedures in order to be consistent with amendments <br /> to the city-wide development regulations for critical areas, and amending the <br /> administrative procedures for review of home occupations <br /> WHEREAS,the Planning Commission finds the following: <br /> 1. The Planning Commission recommended (Planning Commission Resolution No. 19-04) <br /> amendments to existing standards and development regulations in the Zoning Code for <br /> Critical Areas(EMC Chapter 19.37); and <br /> 2. The amendments to the Critical Area regulations will require additional amendments to Title <br /> 15, Local Project Review Procedures, of the Everett Municipal Code for consistency; and <br /> 3. The Planning Commission conducted public briefings on December 18, 2018 and January 15, <br /> 2019,to discuss and consider potential amendments to critical area regulations;and <br /> 4. The Planning Commission held an additional public briefing on March 5, 2019 to discuss and <br /> consider amendments to the local project review procedures necessary to ensure consistency <br /> with amended critical area regulations; and <br /> 5. Public notice and opportunity to comment on these amendments was provided through' <br /> electronic and mail notice to interested parties, a legal notice of public hearing published in <br /> the Everett Herald on February 25, 2019 and a public hearing held by the Planning <br /> Commission on March 19, 2019; and <br /> And, WHEREAS,the Planning Commission concludes the following: <br /> 1. The proposed amendments will ensure Title 15 of the Everett Municipal Code will be <br /> consistent with amended development regulations for critical areas to apply city-wide <br /> (Chapter 19.37); and <br /> 2. The proposed amendments to Title 15 of the Everett Municipal Code are consistent with the <br /> city's Comprehensive Plan; and <br /> 3. The proposed amendments bear a substantial relation to public health, safety or welfare; and <br /> 4. The proposed amendments promote the best long term interests of the Everett community; <br /> and <br /> 5. The proposed amendments to critical area and zoning code regulations bear a substantial <br /> relation to public health, safety or welfare; and <br /> Planning Commission Resolution 19-06 Page 1 <br /> Title 15 March 19, 2019 <br />
