Phone conversation with Earnest Smith and Evgenia Lenoir—November 9, 2017—They told Code <br /> Enforcement Officer Cunningham the following: <br /> Earnest Smith has rented the property at 4205 S. 3rd Avenue in Everett from Ralph Garvie for about 1 1/2 years. <br /> The purpose of rental was an Auto Repair Business, but Mr. Smith also lived in the 2nd story of the structure <br /> with the permission of the owner. He lived there with his girlfriend, "Evy"Lenoir, and had a couple roommates <br /> while he stayed there, including friend Timothy Michael Duerr—425 879-8021. A kitchen was setup in the main <br /> floor. This was all done with the knowledge of the owner, Mr. Garvie. <br /> Mr. Smith began to sub-let the building a few months ago to Jimmy Hale, who intended to perform additional <br /> auto repair in a part of the structure. As time went by, Hale was also living in the building and brought other <br /> friends in and they were involved in some criminal activity. Hale knew Smith could not report it because he was <br /> on Probation with Department of Corrections. Smith spoke with Garvie about the situation, which was <br /> becoming dangerous, and Garvie suggested Smith should move out. Smith says he prepared to move out (and <br /> did move out a couple months ago) but found out Garvie accepted rent from Hale and they changed the locks <br /> before Smith could get all his property out. <br /> Mr. Smith, Please read the information above and let me know if it is accurate?
