Ted de Budden <br /> From: Ted de Budden <br /> Sent: Tuesday,June 28, 2016 8:34 AM <br /> To: Donald Cunningham <br /> Subject: 2602 Cleveland Ave. <br /> Don, <br /> Here is a brief summary of my observations made during the inspection conducted with you today of the house located <br /> at 2602 Cleveland Ave. <br /> This house is severely deteriorated and damaged.The IPMC code sections referenced here are some of the applicable <br /> code violations. <br /> This list is not intended to be a complete analysis of all the conditions, deficiencies and code violations within this <br /> building. <br /> The entire electrical system throughout the structure is deteriorated, damaged and unsuitable for use. <br /> 1. Main service entrance hardware damaged and disconnected. IPMC 605.1. <br /> 2. Flexible cords used for permanent wiring observed throughout the building. IPMC 605.4 <br /> 3. Electrical wiring exposed to water. WAC 296-46B-110 <br /> 4. No smoke alarms were observed to be provided. IPMC section 704.2 <br /> The electrical system that serves this structure is unsafe equipment as defined by IPMC section 108.1.2. <br /> The roofing and portions of roof structure are badly decayed and deteriorated, large holes in the roof that admit rain <br /> were observed where structural members have completely rotted and collapsed. IPMC code section 304.1.1 (8) <br /> Deteriorated and damage walls,floors, ceilings, and stairs were observed throughout the structure. IPMC sections <br /> 305.1.1-305.2---305.3-305.4-305.5-307.1 <br /> The plumbing system is deteriorated and does not appear functional.A garden hose was observed to be provided for <br /> water delivery to the toilet area. IPMC sections 504.1-505.3 <br /> The primary heat supply for the structure appears to be a wood stove that is connected to a masonry chimney.The <br /> masonry chimney is damaged and deteriorated at the roof area. IPMC 603.2 clearances to combustibles have not been <br /> maintained as required from the woodstove. IPMC section 603.1 <br /> A former bedroom upstairs is being used for a cooking area where camp type cooking appliances are being used.The <br /> former kitchen area is extremely deteriorated and has been abandoned for use. IPMC section 603.1 <br /> In summary,the entire structure is severely deteriorated and damaged.The building is an Unsafe Structure per IPMC <br /> section 108.1.1 and a Structure Unfit for human occupancy as defined by section 108.1.3 of the IPMC. <br /> Thank you for the opportunity to provide assistance in this matter. <br /> Sincerely <br /> Ted de Budden <br /> Chief Inspector <br /> Everett Building Department <br /> 425.257 7271 <br /> 1 <br />
