Exhibit A <br /> Scope of Work <br /> Goal: Provide the community a supervised alternative to expensive criminal justice processes for adult, <br /> nonviolent offenders referred by the City Attorney's Office,Criminal Division(Prosecutor)and the <br /> Everett Municipal Court. This goal is accomplished through a voluntary work crew program that <br /> provides litter pick-up,referrals to treatment and other services,motivational programming,and other soft <br /> skills related to entry into employment market. The primary goals are: <br /> Work Crew/Community Restitution Program: The HopeWorks WCM(work crew manager),supervises <br /> individuals referred from the City to serve on Work Crew or to perform Supervised Community Service. <br /> Individuals may be referred to work crew as by the prosecutor as part of pre-charge diversion or post- <br /> charge diversion, or by the Everett Municipal Court as an alternative to incarceration(sentence or bail)or <br /> as an alternative to fine payment. HopeWorks will staff an employee to supervise work crew,which shall <br /> consist of small group educational programing(cognitive skills,workplace training,and social service <br /> outreach), and street cleaning/litter cleanup and other work as fits the goal of the program. Street <br /> cleaning consists of picking up garbage,sweeping sidewalks,cleaning storm drains and other work <br /> focused on clean-up efforts in areas affected by street level social issues as identified by the Community <br /> Streets Initiative. HopeW'orks may enter agreements with private businesses in the target are to provide <br /> clean-up services. The target are for the contract period of the program is the Broadway corridor from <br /> 17th Ave to 41st Street and the area east of Broadway to the Snohomish River. The primary focus of the <br /> work to be performed by HopeWorks WCM is to provide an alternative to incarceration,to provide <br /> experience with a structured work environment to individuals who may benefit from such training,and to <br /> reduce recidivism through rehabilitation and community restitution. The prosecutor and/or Court will <br /> establish a unit of work crew and set equivalent standard credit toward diversion,sentence,or fine. The <br /> City,in partnership with HopeWorks will also establish program design and guideline and evaluation <br /> criteria. HopeWorks will provide equipment and the the work crew manager. <br /> Objectives: <br /> 1. Continue established"Safe Streets"work crew program focused on providing clean up to areas of <br /> the City affected by street level social issues and crime. The program should also focus on <br /> participant skills that improve workplace opportunity <br /> 2. Compile and submit required program reports/data <br /> Needs Statement: <br /> A work crew program was a recommendation of the Everett Community Streets Initiative and the City's <br /> Safe Streets Plan. The program provides an alternative to incarceration,fines,or prosecution that benefits <br /> the community and the participants. This program does not have a user fee but is funded by the City as an <br /> alternative to incarceration. The program should also provide opportunities for participants to learn skills <br /> that will help making important life changes and prepare participants for future employment <br /> opportunities. <br /> Statement of Diversion Services: <br /> Referral: <br /> The Hopeworks work crew manager will provide services to all individuals with cases referred by the <br /> City Prosecutor/Municipal Court except where referral would be inconsistent with the safety of the <br /> supervisor, other participants,or the community.
