1 4, Activities with Potential Positive or Negative Environmental <br /> 2 Value: <br /> 3 Including, but not limited to planned residential developments; <br /> mobile home parks, sanitary landfills, garbage dumps or other <br /> 4 disposal activity; development of any type occurring on slopes <br /> of 20% or more; excavation, mining, drilling or similar extractive <br /> 5 activities not otherwise requiring a Substantial Development <br /> Permit; areas vulnerable to the 50-year flood. <br /> 6 <br /> 5. Neighborhood S2ecialty Shops <br /> 7 <br /> 8 Neighborhood specialty shops such as flower shops and gift <br /> shops which fulfill the following conditions: <br /> 9 <br /> (a) The use being located within a dwelling unit <br /> 10 (b) The use occupies no more than 1000 square feet of such <br /> 11 dwelling unit, ' and <br /> (c) The shop is located upon an arterial street. <br /> 12 <br /> 13 The applicability of this section to any particular use shall be determined by <br /> the Director of Community Development. All such determinations shall be <br /> 14 reported to the Planning Commission which shall uphold or overrule the <br /> Director's decision. When a decision favorable to the applicant is overruled by <br /> 15 the Planning Commission., all filing fees shall be reimbursed to said applicant. <br /> 16 Special Property Use Permit applications shall be accompanied by a <br /> 17 drawing(s) delineating clearly the following: <br /> 18 1. Location, size, shape and elevation of the property <br /> to be developed. <br /> 19 <br /> 2. Location, size and appearance of any structures involved. <br /> 20 <br /> 21 3. Pedestrian and vehicular access and circulation. <br /> 22 4. Off-street parking facilities. <br /> 23 5. Landscaping and other site improvements. <br /> 24 6. Signing. <br /> 25 All drawings shall be of good quality and drawn to standard scale. Said <br /> 26 drawings shall be placed on permanent file in the Planning Department. <br /> The Planning Commission and the City Council may stipulate in the <br /> 27 public interest: <br /> 28 1 . Modifications of certain elements of the development . <br /> 29 2. Participation by the applicant in the improvement of <br /> adjacent and serving public facilities , i.e. , streets, <br /> 30 water, sanitary and storm sewer systems. <br /> 31 <br /> 32 <br />
