• 4 ORDINANCE NO. c_ 79/Y-7,1--- AN j"Y-7,1fAN ORDINANCE providing for the protection of the public health and safety; requiring a permit for installation or alteration of plumbing, and drainage systems; creating a Board of Appeals , and prescribing their duties; defining certain terms; establishing minimum regulations for plumb- ing, and drainage systems and inspection there- of; providing for penalties for violation thereof; and providing for the adoption by reference of the Uniform Plumbing Code as issued for the year 1973 by the International Association of Plumbing and Mechanical Officials as the Plumbing Code and Ordinance for the City of Everett and repealing Ordinance No. 132-71, Everett City Code 2 . 16 . 010 through 2 . 16 . 230 and Ordinance 3880, Everett City Code 2 . 18. 010 through 2. 18. 260. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That the 1973 edition of the Uniform Plumbing Code as prepared and edited by the International Association of Plumbing and Mechanical Officials , subject to the modifi- cations , additions and changes hereinafter set forth, is hereby adopted as amended, supplemented and modified herein as the Plumbing Code and Ordinance of the City of Everett, Washington, there being three copies of said Plumbing Code on file with the City Clerk of the City of Everett and such Code by reference is hereby made a part of this ordinance as though fully set forth herein. If any section, subsection, sentence, clause, phrase or portion of this code is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this code. Section 2 : APPLICATION AND SCOPE: The provisions of this code shall apply to all new construction, relocated buildings, and to any alterations , repairs , or reconstruction, except as provided for otherwise in this code. Section 3 : ADMINISTRATIVE AUTHORITY AND ASSISTANTS Whenever the term "administrative authority" is used in this code it shall be construed to mean the Building Official or his authorized representative. Section 4 : ASSISTANTS Whenever the term "assistants" is used in this code, it shall be construed to mean person or persons appointed as assistants of the Administrative Authority in performance of his delegated duties . Section 5 : DEPARTMENT HAVING JURISDICTION Unless otherwise provided for by law, the office of the Administrative Authority shall be a part of the Community Development Department.
