• ORDINANCE NO. `f .2 - 7V AN ORDINANCE establishing a Citizen's Advisory Committee 1 to assist in preparation of the City's three-year plan and one-year program, as required for Block Grant Funding 2 under Title I of the Housing and Community Development Act of 1974. 3 4 THE CITY OF EVERETT DOES ORDAIN: 5 Section 1: That there is hereby created a Citizen's Advisory Committee, 6 the purpose of which shall be to advise the City Council on matters relating 7 to the preparation of the community's application for Title I Funds under 8 the Housing and Community Development Act of 1974. Such advice 9 regarding said application shall include but not be limited to the 10 preparation of: 11 (a) A three-year community development plan summary which 12 identifies community development needs, creates a comprehensive strategy to meet those needs , and specifies short and long 13 term community development objectives. 14 (b) A one-year community development program including 15 activities to be undertaken with community development funds. 16 (c) A housing assistance plan which accurately surveys housing conditions, estimates the housing needs of lower income 17 families, specifies an annual goal of assisted housing units, and indicates the general location of proposed housing for 18 lower-income persons. 19 (d) Methods of participation by Everett's citizens likely to be 20 affected by the community development activities. 21 (e) Other application requirements as needed. 22 Section 2: The Committee shall be established pursuant to Article V 23 of the Charter of the City of Everett. 24 25 26 07-Vt l • MAYOR 27 ATTEST: 28 29 City Clerk 30 Passed: //, 7_)‘,/ 31 Valid: / - 3= 7 32 Published: / 2 -7 _)T
