• <br /> . <br /> ORDINANCE NO. 13 /3 " 7/ <br /> AN ORDINANCE establishing a method for <br /> requesting copies of public records, <br /> or for inspection of public records <br /> and designating exemptions from pub- <br /> lic inspection <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 : All persons desiring to inspect or receive a copy <br /> of any public record of the City of Everett must make their re- <br /> quest to the City Clerk, or his designee, on forms specified by <br /> the City Clerk. <br /> Section 2 : Responses to request for records will be made <br /> promptly. Denials of request will be accompanied by a written <br /> statement of the specific reasons therefor. Responses or denials <br /> to request for records will be made by the end of the second busi- <br /> ness day following the date such request is made. <br /> Section 3 : The following shall be exempt from public inspect- <br /> ion and copying: <br /> (a) Personal information in any files maintained for students in <br /> public schools, patients or clients of public institutions or pub- <br /> lic health agencies, welfare recipients, prisoners , probationers <br /> or parolees. <br /> (b) Personal information in files maintained for employees , ap- <br /> pointees or elected officials of any public agency to the extent <br /> that disclosure would violate their right to privacy. <br /> (c) Information required of any taxpayer in connection with the <br /> assessment or collection of any tax if the disclosure of the in- <br /> formation to other persons would violate the taxpayer ' s right to <br /> privacy or would result in unfair competitive disadvantage to <br /> such taxpayer. <br /> (d) Specific intelligence information and specific investigative <br /> files compiled by investigative, law enforcement and penology <br /> agencies, and state agencies vested with the responsibility to dis- <br /> cipline members of any profession, the non-disclosure of which is <br /> essential to effective law enforcement or for the protection of any <br /> person' s right to privacy. <br /> (e) Information revealing the identity of persons who file com- <br /> plaints with investigative, law enforcement or penology agencies, <br /> except as the complainant may authorize. <br /> (f) Test questions, scoring keys, and other examination data used <br /> to administer a license, employment or academic examination. <br /> (g) Except as provided by Chap. 8 . 26 R.C.W. , the contents of real <br /> estate appraisals, made for or by any agency relative to the ac- <br />
