<br /> AN ORDINANCE regulating the erection, con-
<br /> struction, enlargement, alteration, repair,
<br /> demolishing, conversion, occupancy, equip-
<br /> ment, use, height, area and maintenance of
<br /> buildings and/or structures of the City of
<br /> Everett; providing for the adoption of the
<br /> building code or ordinance of the City of
<br /> Everett, the Uniform Building Code, 1973
<br /> Edition, and the Uniform Building Code
<br /> Standards 1973 Edition of the International
<br /> Conference of Building Officials, providing
<br /> penalties for the violations thereof; and
<br /> repealing Ordinance No. 130-71, Ordinance
<br /> No . 261-73 , and all other ordinances and
<br /> parts of ordinances in conflict therewith.
<br /> WHEREAS, the City of Everett now has on file in the office
<br /> of the City Clerk at the City Hall and has had on file for
<br /> some time prior hereto for the consideration of the Build-
<br /> ing Department, City Engineers and other officials, and the
<br /> public, three (3) copies of the 1973 Edition of the Uniform
<br /> Building Code, and the Uniform Building Code Standards,
<br /> 1973 Edition, of the International Conference of Building
<br /> Officials , and in compliance with the laws of the State of
<br /> Washington (RCW 35 . 21.180) will maintain said copies on
<br /> file in said office, together with such amendments and ad-
<br /> ditions thereto as the same are passed by ordinance.
<br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Sec-
<br /> tion 1: The 1973 Edition of the Uniform Building Code,
<br /> including appendixes contained in Chapters 13, 15, 23, 35,
<br /> 38 , 49 and 70 , and the Uniform Building Code Standards, as
<br /> prepared by the International Conference of Building Of-
<br /> ficials , subject to the modifications, additions, and modi-
<br /> fications hereinafter set forth, is hereby adopted as the
<br /> building code and ordinance of the City of Everett and such
<br /> code by reference is made hereby a part of this ordinance as
<br /> though set forth fully at length herein. Three (3) copies
<br /> of said code shall be left on file with the City Clerk of
<br /> the City of Everett for use by the public and for reference.
<br /> Section 2: That Section 203 of the Uniform Building Code,
<br /> 1973 Edition, be and hereby is amended to read as follows :
<br /> "Section 203 - Unsafe Buildings
<br /> (a) General. All buildings or structures which are
<br /> structurally unsafe or not provided with adequate egress,
<br /> or which constitute a fire hazard, or are otherwise danger-
<br /> ous to human life, or which in relation to existing use
<br /> constitute a hazard to safety or health, or public wel-
<br /> fare, by reason of inadequate maintenance, dilapidation,
<br /> obsolescence, fire hazard, or abandonment, as specified
<br /> in this Code or any other effective ordinance, are for
<br /> the purpose of this Section, unsafe buildings. All such
<br /> unsafe buildings are hereby declared to be public nui-
<br /> sances and shall be abated by repair, rehabilitation,
<br /> demolition, or removal in accordance with the procedure
<br /> specified in Subsections (b) , (c) , (d) , and (e) of this
<br /> Section.
