• 3 . Two citizens-at-large, who shall be residents of Everett, one of whom shall serve an initial term of 2 years and the other an initial term of 6 years . Each succeeding term shall be for 6 years . 4 . Two citizens-at-large , who shall be residents of Everett, who shall serve an initial term of 4 years . Each succeeding term shall be for 6 years . 5 . One registered nurse employed in the area of providing emergency service, who lives or works in the City of Everett, and who may be a member of District Nine of the Washington State Nurses Association and/or a member of the Emergency Department Nurses Association, who shall serve an initial term of 2 years . Each suc- ceeding term shall be for 6 years . 6 . One representative of Everett General Hospital who shall serve an initial term of 4 years . Each suc- ceeding term shall be for 6 years . 7 . One representative of Providence Hospital who shall serve an initial term of 6 years . Each succeeding term shall be for 6 years . 8 . Ex-officio, non-voting members of the Advisory Committee shall consist of: a. One representative of each ambulance service licensed in the City of Everett. b. One representative of the Everett Police Department. c. One representative of the Everett Fire Department. Provided, however, that all persons presently appointed to the Advisory Committee pursuant to Ordinance No. 217-73 shall hold such position during the term of the appointment as specified in Ordinance No. 217-73 or their resignation, whichever is earlier. B. The Advisory Committee shall prepare and recommend to the City Council and whatever other regulatory bodies as necessary, standards, regulations , and procedures re- lating to emergency medical service for their adoption, and shall review those standards , regulations , and pro- cedures at least annually to keep them up to date. C. The Advisory Committee shall elect a chairman from among its members , establish procedural rules and regu- lations for the conduct of its business and shall meet at least once during each calendar quarter and shall keep permanent minutes of all meetings to record actions taken. D. The Advisory Committee shall prepare and recommend to the City Council a long range, over-all , City of Everett Emergency Medical Care Plan, such plan to in- clude, but not be limited to, consideration of extra City emergency care, intra-City emergency care, cost/ benefit analysis of a recommended plan, patient stabili- zation, patient transportation, and any other matters related to a total system of emergency care and trans- portation. This plan is to be presented to the City Council of the City of Everett by October 1, 1974 . This Plan is to be reviewed by the Emergency Services Advisory Committee (ESAC) on a periodic basis .
