• <br /> 3 . Two citizens-at-large, who shall be residents <br /> of Everett, one of whom shall serve an initial term of <br /> 2 years and the other an initial term of 6 years . Each <br /> succeeding term shall be for 6 years . <br /> 4 . Two citizens-at-large , who shall be residents <br /> of Everett, who shall serve an initial term of 4 years . <br /> Each succeeding term shall be for 6 years . <br /> 5 . One registered nurse employed in the area of <br /> providing emergency service, who lives or works in the <br /> City of Everett, and who may be a member of District <br /> Nine of the Washington State Nurses Association and/or <br /> a member of the Emergency Department Nurses Association, <br /> who shall serve an initial term of 2 years . Each suc- <br /> ceeding term shall be for 6 years . <br /> 6 . One representative of Everett General Hospital <br /> who shall serve an initial term of 4 years . Each suc- <br /> ceeding term shall be for 6 years . <br /> 7 . One representative of Providence Hospital who <br /> shall serve an initial term of 6 years . Each succeeding <br /> term shall be for 6 years . <br /> 8 . Ex-officio, non-voting members of the Advisory <br /> Committee shall consist of: <br /> a. One representative of each ambulance <br /> service licensed in the City of Everett. <br /> b. One representative of the Everett Police <br /> Department. <br /> c. One representative of the Everett Fire <br /> Department. <br /> Provided, however, that all persons presently <br /> appointed to the Advisory Committee pursuant to Ordinance <br /> No. 217-73 shall hold such position during the term of <br /> the appointment as specified in Ordinance No. 217-73 or <br /> their resignation, whichever is earlier. <br /> B. The Advisory Committee shall prepare and recommend <br /> to the City Council and whatever other regulatory bodies <br /> as necessary, standards, regulations , and procedures re- <br /> lating to emergency medical service for their adoption, <br /> and shall review those standards , regulations , and pro- <br /> cedures at least annually to keep them up to date. <br /> C. The Advisory Committee shall elect a chairman from <br /> among its members , establish procedural rules and regu- <br /> lations for the conduct of its business and shall meet <br /> at least once during each calendar quarter and shall <br /> keep permanent minutes of all meetings to record actions <br /> taken. <br /> D. The Advisory Committee shall prepare and recommend <br /> to the City Council a long range, over-all , City of <br /> Everett Emergency Medical Care Plan, such plan to in- <br /> clude, but not be limited to, consideration of extra <br /> City emergency care, intra-City emergency care, cost/ <br /> benefit analysis of a recommended plan, patient stabili- <br /> zation, patient transportation, and any other matters <br /> related to a total system of emergency care and trans- <br /> portation. This plan is to be presented to the City <br /> Council of the City of Everett by October 1, 1974 . This <br /> Plan is to be reviewed by the Emergency Services Advisory <br /> Committee (ESAC) on a periodic basis . <br />
