August 26, 2016 <br /> Meeting Minutes: Parking Feasibility and Pre-application <br /> Project:Addition to existing Broadway Animal Hospital located at 2132 Broadway, Everett,WA 98201 <br /> Present: Grace Pollard, Planner; Michael Brick;Associate Engineer(Traffic);Tony Lee; Building Official <br /> (Building Department); Paul McKee; Permit Services Manager(Public Works); Morgan Elliott, <br /> Architect/Applicant <br /> Discussion: <br /> 1. Parking: For a 599 sf(or smaller) addition,the project will be required to add one parking space. This <br /> will be located to the north of the existing duplex. The City requires that one existing space be <br /> converted to Van Accessible. There are five existing head-in parking spaces located south of the <br /> Animal Hospital,that extend into the right of way. One of these will be restriped for Van Accessible <br /> parking,such that the Access zone is located in the middle of the five stalls. The intent is that there <br /> will be four parking stalls with two being accessed by each of the two existing curb cuts. <br /> 2. Accessibility:The Architect/Applicant will verify that door swings in the addition meet Accessibility <br /> requirements. The door swing leaving the existing lobby will be modified to create an Accessible <br /> path to the addition. <br /> 3. Restrooms:The City would like the project to add another restroom (Accessible) as part of the <br /> addition per 2015 IBC Chapter 29. The Architect/Applicant will present an alternative occupancy <br /> calculation based on section 1004.1.2.exceptionsand section 2902.1. <br /> 4. Rooftop Mechanical:The City found no evidence that a mechanical permit was obtained for the <br /> existing rooftop equipment. The Broadway Mixed-Use Zone requires the equipment"be concealed <br /> by architectural screening or treatment designed into the roof form."A mechanical permit for the <br /> equipment will need to be verified or obtained prior to issuance of a building permit for the project. <br /> The Architect/Applicant will verify the mechanical permit. <br /> 5. Landscaping:A Landscape Modification Application will be needed for the screening required at the <br /> new parking space north of the duplex. <br /> 6. Reseeded Planting Strips:The planting strip to the south of the existing duplex is currently unplanted <br /> and used for parking. The planting strip on the other side of the existing driveway(approximately 9'x <br /> 12') is paved with concrete. As part of the building permit, a Public Works application will need to be <br /> submitted in which these two planting strips are filled with soil and reseeded. <br /> 7. Fire Marshall input: It is recommended (but not required)that a fire alarm system be installed in the <br /> building that is interconnected with the Everett Fire Department. Visible building numbering will <br /> need to be installed along Broadway. <br /> 8. Drainage:The proposed project does not present an increase/change in the impervious surface of <br /> the site.
