• <br /> ' . .. rl <br /> 1 <br /> 2 <br /> 3 <br /> 4 committee in lieu of allowing or disallowing such claims may in its <br /> 5 <br /> discretion refer any such claim to the City Council. <br /> 6 <br /> (b) All claims exceeding $1,000.00 which have been reviewed and approved <br /> 7 <br /> for payment by the City Attorney shall be submitted to the City Council <br /> 8 <br /> 9 for their approval, disapproval or settlement. The City Attorney may <br /> 10 in his discretion refer any claim exceeding $1,000.00 to the City Council. <br /> 11 (c) All disapproval of claims either by the claims committee or the <br /> 12 City Attorney's Office may be appealed to the City Council, and the Council <br /> 13 in its discretion may review such claims. The decision of the City <br /> 14 <br /> Council shall be final. <br /> 15 <br /> Section 9: <br /> 16 <br /> Allowance of a claim by either the claims committee or the City <br /> 17 <br /> 18 Council shall be authority for payment by the Finance &Budget Director, <br /> 19 or his designee. <br /> 20 Section 10: Invalid claim--Action prohibited. <br /> 21 Neither the City Council nor any department or officer or authority <br /> 22 shall allow, make valid, or in any manner recognize any demand against the <br /> 23 <br /> City which was not at the time of its creation a valid claim against the <br /> 24 <br /> City; nor shall they, or any of them, allow or authorize to be paid any <br /> 25 <br /> demands which without such action would be invalid or which shall have been <br /> 26 <br /> 27 barred by any statute of limitations or for which the City was never <br /> 28 liable; and any such action shall be null and void. <br /> 29 <br /> 30 <br /> 31 <br /> 32 <br /> -3- <br />
