Ted de Budden <br /> From: Ted de Budden <br /> Sent: Tuesday, March 28, 2017 3:50 PM <br /> To: Donald Cunningham <br /> Subject: 1609 Palm Ave. <br /> Don, <br /> Thank you for accompanying us today to conduct the inspection related to the complaint concerns at 1609 Palm Ave. <br /> Here is a brief summary of my inspection observations. <br /> A detached carport on the property has been altered and expanded without required permits.The structure is now <br /> enclosed and attached to the main house and being used for habitable space. <br /> This alteration work and associated use is a violation of code. (IRC section 105.1) <br /> A wood burning stove and associated chimney has been installed without permits and approvals in this newly enclosed <br /> space. The stove and chimney lack required clearances to combustibles and other safety features.This installation is <br /> unsafe equipment as defined by code. (IPMC section 108.1.2) This stove should not be used. <br /> Electrical wiring and equipment has been installed throughout this addition and portions of the main house.This <br /> electrical work has been installed without permits and approvals. Much of this electrical equipment and wiring is <br /> installed in an unsafe manner in violation of code. (NEC and IPMC section 605.1) <br /> Open wire splices and connections were observed in numerous locations. Incorrect materials and methods were <br /> observed at several locations. <br /> The electrical system serving this property has been compromised to such an extent that it is dangerous and unsafe. <br /> The owner should contact a state licensed electrical contractor to assess the electrical system, obtain an emergency <br /> repair permit, make all necessary repairs and corrections, have the corrective work inspected and approved by one of <br /> our electrical inspectors. <br /> The emergency repairs to the electrical system should be made as soon as possible. I believe that approximately a <br /> week's time is a reasonable time frame to accomplish this. <br /> Should the owner be unwilling or unable to accomplish the necessary electrical corrections and repairs ASAP, it is my <br /> recommendation that the building be disconnected from service by the public utility. <br /> Thank you for your assistance in this matter. <br /> Ted M. de Budden <br /> Chief Inspector <br /> Everett Building Department <br /> 425.257 7271 <br /> 1 <br />
