3 . Conditional License - Ambulance Attendant/Emer- <br /> gency Medical Technician Standards <br /> a. An applicant shall demonstrate emergency <br /> medical knowledge consistent with the standards and tests <br /> recommended by the Advisory Committee and adopted by the <br /> License Officer. <br /> b. After 2 years after the effective date of <br /> this Ordinance, conditional licenses will be issued only <br /> because of unavailability of certified emergency medical <br /> technicians . Holders of such conditional licenses shall <br /> be used only as conditional drivers. No more than one <br /> such conditional license holder shall staff each emergency <br /> vehicle after 2 years after the effective date of this <br /> Ordinance. <br /> Section 10 : Expiration and Renewal of License <br /> A. Licenses for ambulance attendant/emergency medical <br /> technician shall expire two years from the date of issue. <br /> No such license shall be renewed unless the holder shall <br /> pass a comprehensive examination on the knowledge required <br /> of an Emergency Medical Technician or furnishes satisfactory <br /> evidence that the applicant has successfully completed with- <br /> in the twelve months preceding the application for renewal, <br /> a Level Three First Aid Training refresher course approved <br /> by the Washington State Department of Social and Health <br /> Services, Division of Health, when available, or by the <br /> License Officer. <br /> B. Renewal of any license hereunder, upon expiration for <br /> any reason or after revocation, shall require conformance <br /> with all the requirements of this Ordinance as upon origi- <br /> nal licensing. <br /> Section 11: Revocation of License <br /> A. The City Council may and is hereby authorized to sus- <br /> pend or revoke a license issued hereunder for failure of a <br /> licensee to comply and to maintain compliance with, or for <br /> his violation of, any applicable provisions , standards or <br /> requirements of this Ordinance, or of regulations promul- <br /> gated hereunder, or of any other applicable laws or ordi- <br /> nances or regulations promulgated thereunder, but only <br /> after warning and such reasonable time for compliance as <br /> may be set by the License Officer. After a suspension, <br /> the licensee shall be afforded a hearing before the City <br /> Council after reasonable notice. The City Council shall, <br /> within 10 days after conclusion of such hearing, issue a <br /> written decision (which shall include written findings) <br /> as to the suspension or retention of said license. Such <br /> decision shall be final, subject to review by the Super- <br /> ior Court. Such written decision shall be promptly trans- <br /> mitted to the licensee to whom it refers , and a copy shall <br /> be sent to the Advisory Committee for their information. <br /> B. The License Officer shall have authority to summarily <br /> revoke any license or conditional license on any of the <br /> following grounds, <br /> 1. If the license holder is convicted of, or for- <br /> feits bail for, any of the following driving violations <br /> whether or not in connection with driving an ambulance: <br /> -9- <br />
