3 . Conditional License - Ambulance Attendant/Emer- gency Medical Technician Standards a. An applicant shall demonstrate emergency medical knowledge consistent with the standards and tests recommended by the Advisory Committee and adopted by the License Officer. b. After 2 years after the effective date of this Ordinance, conditional licenses will be issued only because of unavailability of certified emergency medical technicians . Holders of such conditional licenses shall be used only as conditional drivers. No more than one such conditional license holder shall staff each emergency vehicle after 2 years after the effective date of this Ordinance. Section 10 : Expiration and Renewal of License A. Licenses for ambulance attendant/emergency medical technician shall expire two years from the date of issue. No such license shall be renewed unless the holder shall pass a comprehensive examination on the knowledge required of an Emergency Medical Technician or furnishes satisfactory evidence that the applicant has successfully completed with- in the twelve months preceding the application for renewal, a Level Three First Aid Training refresher course approved by the Washington State Department of Social and Health Services, Division of Health, when available, or by the License Officer. B. Renewal of any license hereunder, upon expiration for any reason or after revocation, shall require conformance with all the requirements of this Ordinance as upon origi- nal licensing. Section 11: Revocation of License A. The City Council may and is hereby authorized to sus- pend or revoke a license issued hereunder for failure of a licensee to comply and to maintain compliance with, or for his violation of, any applicable provisions , standards or requirements of this Ordinance, or of regulations promul- gated hereunder, or of any other applicable laws or ordi- nances or regulations promulgated thereunder, but only after warning and such reasonable time for compliance as may be set by the License Officer. After a suspension, the licensee shall be afforded a hearing before the City Council after reasonable notice. The City Council shall, within 10 days after conclusion of such hearing, issue a written decision (which shall include written findings) as to the suspension or retention of said license. Such decision shall be final, subject to review by the Super- ior Court. Such written decision shall be promptly trans- mitted to the licensee to whom it refers , and a copy shall be sent to the Advisory Committee for their information. B. The License Officer shall have authority to summarily revoke any license or conditional license on any of the following grounds, 1. If the license holder is convicted of, or for- feits bail for, any of the following driving violations whether or not in connection with driving an ambulance: -9-
