73 <br /> • <br /> ORDINANCE NO. <br /> AN ORDINANCE regulating and licensing <br /> public massage parlors , body painting <br /> studios, public bathhouses, and <br /> licensing their employees, defining <br /> offenses and fixing penalties. <br /> WHEREAS, it has been necessary from time to time <br /> for the City of Everett to enact ordinances for the <br /> protection of health, welfare, safety and morals of <br /> the citizens of the City of Everett, and, <br /> WHEREAS, the City Council finds that certain <br /> practices and conditions associated with public mas- <br /> sage, bathhouse, and body painting businesses are <br /> injurious to the public health and the public morals <br /> and that regulations and licensing of such establish- <br /> ments and their employees is necessary in the interest <br /> of the public welfare of the citizens of the City of <br /> Everett; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN <br /> that the Everett City Code is hereby amended as follows : <br />
