Ambulance Service shall mean any person who operates an ambulance within the City of Everett which meets standards as described in Section 2 herein which repeatedly conveys injured or sick patients. C. Ambulance Attendant shall mean an individual, including drivers, certified in accordance with Section 9B. D. Conditional Ambulance Attendant shall mean an individual certified in accordance with Section 9C (3) . E. Patient shall mean an individual who is sick, injured, wounded or otherwise incapacitated or helpless. F. Person shall mean any individual, firm partnership, association, corporation, company, group of individuals acting together for a common purpose or organization of any kind, including any governmental agency other than the United States of the State of Washington or Snohomish County. G. Emergency First Aid (Aid Car) Service shall mean any civil, volunteer, or fee for service agency providing first aid service within the City of Everett, but not providing victim transportation, excluding mountain rescue squads and/or ski patrol. H. License Officer shall mean the Mayor of Everett or his designess who shall administer and enforce the requirements of this Ordinance. I. Advisory Committee shall mean a committee as defined in Section 7. Section 2: Licenses required for ambulance service and certain emergency first aid services. A. No person shall operate an ambulance service and/or emergency first aid service unless he obtains an Operator's License from the City Council of the City of Everett, which license must be renewed every year. The license shall not be issued or renewed unless: (1) the applicant has fulfilled all requirements of this Ordinance including the consent of inspections as required and any applicable statutes of the State of Washington concerning the safety of the ambulance and/or emergency first aid vehicle, and
