Plan Section 6 <br /> Implementation <br /> Section 6's central location gives it a pivotal role in connecting trails to the north around the <br /> peninsula, east across the Snohomish River, and west toward the Everett Station and <br /> downtown. These connections have high priority because their implementation would <br /> immediately expand Everett's trail network. Specifically, Segment 6.5b is relatively inexpensive <br /> and should be constructed by the time the E. Marine View Drive walkways/bikeways are <br /> completed. <br /> Segments 6.2 and 6.3, the possible connections over the rail lines at 23rd Street and Everett <br /> Avenue, will depend on Everett Public Works construction of those streets, and no schedule is <br /> set for those improvements. <br /> Segments 6.1 and 6.5a must wait until those properties redevelop. The Everett Shoreline <br /> Master Program requires"continuous public access" along the shoreline if the proposed <br /> development is for either"nonwater oriented" or"water enjoyment' uses, which include <br /> residential and those commercial, industrial, and recreational uses which do not require direct <br /> access to the shoreline. If these segments are developed for such uses, the City should require <br /> a shoreline trail in these sections. <br /> Except for the construction of the street crossings over the railroad tracks, the public access <br /> improvements in Section 6 do not present special cost or property acquisition challenges <br /> compared with Sections 4 and 5. <br /> Shoreline Public Access Plan Update 2019 50 43 <br />
