Plan Section 7 <br /> Description of Improvements and Details <br /> 7.1 Trail Near Eclipse Mill Site Looking south from Highway 2. <br /> The critical railroad crossing at the r- <br /> east end of Pacific Avenue should first ' <br /> be upgraded for safe bicycle and <br /> pedestrian travel. The BNSF rail line <br /> will be realigned to the west, allowing <br /> the construction of a trail from Pacific ` , <br /> Avenue to the current terminus of the _ - -r <br /> Lowell Riverfront Trail. If the Eclipse <br /> Mill site is redeveloped for a water -`• �. :«_ <br /> enjoyment or a nonwater oriented <br /> use,then the trail should follow the <br /> shoreline. If the property is = ,, <br /> redeveloped for a water dependent or r ' <br /> water related use, then the trail should %% • =+", t <br /> follow an improved access road f A <br /> alignment on the shore side of the <br /> property. The wetland just north of the old Simpson Mill site is an ecologically important <br /> resource, and so the trail will follow its western margin. Limited nature trails and viewing <br /> areas may be added, subject to environmental conditions. <br /> 7.2 36th Street Connection <br /> 36th Street was closed to traffic at the railroad when the 41st Street overcrossing opened. <br /> Widened sidewalk and bicycle lanes should be added to 36th Street to provide a link to the <br /> Everett Station and, ultimately, to downtown Everett. A pedestrian/bicycle overcrossing <br /> should be provided over the railroad. <br /> 73 Existing Lowell Riverfront Trail <br /> This section has already been completed and is being enjoyed by walkers and bicyclists. One <br /> of the reasons Section 7.1 should receive high priority is to connect this recreational resource <br /> with downtown and the Highway 2 bicycle access. The City should monitor the undercutting <br /> of the river"elbow" in the vicinity of Lenora Street. Bank stabilization will likely be needed over <br /> time to ensure that this section is not eroded way. <br /> 7.4 Connections to Lowell Community and the Interurban Trail <br /> The railroad overpass crossing at Junction Avenue should be maintained and improved for <br /> pedestrian and bicycle traffic. Improvements in the Lowell neighborhood should be sensitive <br /> to the local community's objectives. The City is planning a safe trail connection across 1-5 at <br /> 41st Street when that interchange is reconfigured. <br /> 7.5 Lenora Street Overcrossing <br /> If the Lowell neighborhood bypass is built, and if this at-grade crossing is closed, then <br /> a pedestrian overpass should be included in the bypass project. <br /> Shoreline Public Access Plan Update 2019 53 46 <br />
