Section 9 <br /> Smith and Spencer Islands <br /> Langus Riverfront Park is currently the primary public access area in this section. Existing facilities <br /> include rowing facilities, picnic areas, a boat launch, piers, and a trail that extends along the river <br /> around the Water Pollution Control Facility and up along Union Slough. The trail connects to a <br /> bridge crossing Union Slough to the CountyNVDFW Spencer Island trail system. <br /> -- -• The Port of Everett constructed <br /> ti 5 • the Union Slough Saltmarsh <br /> - and Habitat Restoration Public <br /> " `'' Access and Viewing area on <br /> • Spencer Island. Access is <br /> �5- obtained at the Biringer Farm <br /> _ _�,� }� exit from SR 529. The project <br /> = r includes a small parking area, <br /> • - - trails and interpretive signs. <br /> Description of Projects and Details <br /> 9.1 Ross Avenue Trail Improvements <br /> Planned trail improvements include a trail connecting Langus Park to SR 529 along Ross <br /> Avenue. The trail improvements have not been designed but are expected to be within a 60- <br /> foot Ross Avenue right-of-way. The proposed improvements include bike lanes, which may <br /> be separate or located between the travel lanes, and sidewalks. Final road and trail <br /> improvements will probably not be constructed until water and sewer utilities are installed on <br /> the island to allow more intense use of the properties. Interim improvements to Ross <br /> Avenue should be constructed within the next few years. The interim improvements will be <br /> constructed/funded in association with several shoreline developments in the area and will <br /> include a 32-foot pavement cross-section within a 60-foot right-of-way. This will <br /> accommodate two 12-foot-wide vehicle travel lanes and 4-foot wide paved shoulders for use <br /> by bicycles and pedestrians. <br /> As SR 529 is expanded or reconstructed in the future by WSDOT, improvements <br /> to the roadway and bridges should include widened and improved <br /> bicycle/pedestrian lanes on both the northbound and southbound lanes.
