a. Incidental signs; <br /> b. Directional signs; <br /> c. Interior-oriented signs; <br /> d. Temporary signs meeting the requirements of this chapter; <br /> e. Temporary window displays and painted window signs; <br /> f. Street numbering of buildings <br /> g. Portable, window and temporary signs shall not be included in maximum sign area in Table <br /> 36-2. <br /> C. Signs visible from Interstate-5. Any sign that is within 660 feet of Interstate 5 may require approval <br /> from the Washington State Department of Transportation (WAC 468-66) in addition to a sign <br /> permit from the city.The applicant is responsible for obtaining approval from the state prior to <br /> review by the City. <br /> D Administrative modification of sign standards. <br /> 1. The intent of the modification process is to provide design flexibility options that may not be <br /> possible through strict application of the sign standards. This process may not be used to allow <br /> a sign that is otherwise prohibited by this chapter. The requirements of this chapter may be <br /> modified by the Planning Director using the review process described in Title 15, except for the <br /> following: <br /> a. Standards for electronic changing message signs; <br /> b. Overall sign height for freestanding signs (sign category A only); <br /> 2. Administrative modification review criteria. The director shall use the following applicable <br /> review criteria to evaluate the modification request: <br /> a. The modification request is due to unusual conditions related to sign visibility needs for a <br /> specific building or lot. Unusual conditions may include building size, sign location and <br /> distance from the street; <br /> b. The modification will not create a traffic or pedestrian safety hazard; <br /> c. The modification will not adversely impact adjacent properties; <br /> d. The proposed sign or signs are part of an integrated design for the site that includes building <br /> design, landscaping and other site improvements; <br /> e. The proposed modification will not create visual clutter or distract motorists; and <br /> f. The size and scale of the proposed signage are compatible with the character of the <br /> surrounding area. <br /> 3. Conditions. The Director may impose conditions necessary to mitigate impacts of the proposed <br /> sign or signs, including the following: <br /> a. Landscaping necessary to provide aesthetic treatment or screening of any prominent sign <br /> components; <br /> b. Limitations on sign illumination; <br /> c. Other restrictions that are necessary to protect views, promote compatibility with <br /> surrounding land uses, or limit impacts on adjacent properties, driveways, sidewalks or <br /> streets. <br /> E. Administrative guidelines and graphic information.The planning director is authorized to <br /> promulgate administrative guidelines and graphic materials to illustrate requirements of this <br /> chapter or to provide examples of signs that are permitted or prohibited by this chapter.
