Station sites will include fifteen (15) station pairs, a single northbound station at 220th Street SE, a single station with extended platform at Canyon Park Park&Ride, and two station shelters with amenities at the proposed Seaway Transit Center. The Swift II BRT project will also include project elements to improve safety and reliability to transit service within the congested travel corridor.To provide improved transit reliability,reduced travel time, and improved safety for Swift operation,roadway improvements are proposed at three locations within the corridor: 128th Street SW/SE at I-5,northbound SR 527 at 164th Street SE,and southbound SR 527 at SR 524/208th Street SE.These roadway improvements will include roadway widening, curb and gutter, sidewalk, retaining walls, traffic signal modifications and relocations,traffic island modifications, storm drainage installation and modifications,and utility relocations. Everett Review and Coordination Community Transit has been working with all of the affected jurisdictions including Everett since spring 2015. Those efforts have included station siting review,identification and coordination of the associated roadway improvements,negotiating interagency agreements,and review of the 30%, 60%,90%,and 100% design level plans for the Corridor'Stations. A copy of our responses to the City's 100%review comments has been included in this submittal for your reference. Six (6) of the Swift BRT stations are located within the City of Everett: • Station#3021 Airport Road at SR 99 northbound; • Stations #3039 and 3020 Airport Road at 112th Street SW southbound and northbound; • Stations #3037 and 3018 Airport Road at Kasch Park Road southbound and northbound;and • Station#3036/3017 Seaway Transit Center northbound/southbound(shelter installations only). Please note that the Corridor Station plans submitted include only those plan view sheets applicable to the stations listed above that are within the City of Everett. The detail sheets include details for various stations within the project corridor and may not apply to every station. Other Reviews/Approvals • Community Transit prepared a NEPA Documented Categorical Exclusion (DCE) for this project. The Federal Transit Administration (FTA)reviewed and concurred with the NEPA documentation on March 21,2016. Electronic copies of all NEPA documents have been included in this submittal for your reference. Deferred Submittals and Permit Issuance As previously discussed, traffic control plans for the Stations are Contractor required submittals.We are requesting that the City proceed with their review of the permit submittals with the condition that these be submitted prior to right-of-way permit issuance. Once Community Transit has a Contractor under contract, expected in the next few weeks,these will be submitted for review and approval by the City.
