1 The City Attorney shall be and hereby is authorized to conduct such in- 2 vestigation into the facts, circumstances and law relative to any claim for 3 damages or injuries against the City as he, in the exercise of his discretion, 4 may deem necessary to determine allowance or disallowance of said claim. 5 Section 7: 6 Claims for damages or injuries up to $1, 000. 00 shall be allowed or 7 disallowed by a claims committee consisting of a member of the City 8 Council, the City Attorney and the department head from the City department 9 from which the claim arises. The decision of this committee shall be final. 10 The claims committee in lieu of allowing or disallowing such claims may in 11 its discretion refer any such claim to the City Council to allow or disallow 12 the claim. 13 Section 8: 14 Any claim for damages or injuries against the City exceeding $1, 000. 00 15 shall be presented to the City Council by the City Attorney, along with his 16 findings and recommendations. The City Council shall allow or disallow such 17 claim. The decision of the City Council on such claims as well as those 18 other claims referred to it by the claims committee pursuant to Section 7 19 hereinabove shall be final. 20 Section 9: 21 Any claim for damages or injuries against the City allowed by the claim. 22 committee, as provided in Section 7 hereinabove, shall be paid by the City 23 Clerk with the regular claims and vouchers against the City. 24 Section 10: 25 Any claim for damages or injuries agains t the City allowed by the City 26 Council, as provided in Section 8 hereinabove, shall be paid by the City 27 Clerk as directed by resolution or motion of the City Council. 28 Section 11: 29 Neither the City Council nor any department or officer or authority 30 shall allow, make valid, or in any manner recognize any demands against 31 the City which was not at the time of its creation a valid claim against 32 the City; nor shall they, or any of them, allow or authorize to be paid any
