1 The City Attorney shall be and hereby is authorized to conduct such in- <br /> 2 vestigation into the facts, circumstances and law relative to any claim for <br /> 3 damages or injuries against the City as he, in the exercise of his discretion, <br /> 4 may deem necessary to determine allowance or disallowance of said claim. <br /> 5 Section 7: <br /> 6 Claims for damages or injuries up to $1, 000. 00 shall be allowed or <br /> 7 disallowed by a claims committee consisting of a member of the City <br /> 8 Council, the City Attorney and the department head from the City department <br /> 9 from which the claim arises. The decision of this committee shall be final. <br /> 10 The claims committee in lieu of allowing or disallowing such claims may in <br /> 11 its discretion refer any such claim to the City Council to allow or disallow <br /> 12 the claim. <br /> 13 Section 8: <br /> 14 Any claim for damages or injuries against the City exceeding $1, 000. 00 <br /> 15 shall be presented to the City Council by the City Attorney, along with his <br /> 16 findings and recommendations. The City Council shall allow or disallow such <br /> 17 claim. The decision of the City Council on such claims as well as those <br /> 18 other claims referred to it by the claims committee pursuant to Section 7 <br /> 19 hereinabove shall be final. <br /> 20 Section 9: <br /> 21 Any claim for damages or injuries against the City allowed by the claim. <br /> 22 committee, as provided in Section 7 hereinabove, shall be paid by the City <br /> 23 Clerk with the regular claims and vouchers against the City. <br /> 24 Section 10: <br /> 25 Any claim for damages or injuries agains t the City allowed by the City <br /> 26 Council, as provided in Section 8 hereinabove, shall be paid by the City <br /> 27 Clerk as directed by resolution or motion of the City Council. <br /> 28 Section 11: <br /> 29 Neither the City Council nor any department or officer or authority <br /> 30 shall allow, make valid, or in any manner recognize any demands against <br /> 31 the City which was not at the time of its creation a valid claim against <br /> 32 the City; nor shall they, or any of them, allow or authorize to be paid any <br />
