4 <br /> ORDINANCE NO. 178-72 <br /> AN ORDINANCE establishing a time and place for Council <br /> briefing and informational sessions and declaring said <br /> briefing and informational sessions to be open to the <br /> public. <br /> WHEREAS, the City Council of the City of Everett has since July 21, 1971, <br /> allowed the public and news media to attend all briefing and informational <br /> sessions, and <br /> WHEREAS, The Council finds that, although deliberations or determinations <br /> are not done at briefing and informational sessions, the Council has no ob- <br /> jections to public attendance by the news media and general public at such <br /> sessions. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: <br /> In addition to the regular meetings for transaction of all City business, <br /> the City Council shall meet for briefing and informational sessions on Wednesday <br /> of each and every week between the hours of 7:30 to 10:00 a.m. before the <br /> regular City Council meeting except the fourth Wednesday of each month and <br /> on the fourth Wednesday of each and every month between the hours of 2:00 to <br /> 7:00 p.m. before the regularly scheduled City Council meeting for the transaction <br /> of all City business. <br /> If Wednesday falls on a legal holiday then the Council shall meet for <br /> briefing = and informational sessions on the following day to transact business <br /> between the said hours. <br /> Section 2: <br /> All meetings pursuant to this ordinance shall be held in the Council <br /> Conference Room on the second floor of the Everett City Hall. <br /> Section 3: <br /> The Council Secretary is authorized on behalf of the president of the <br /> Council to inform the public and the news media of any informational and <br /> briefing sessions at times other than as specified herein. <br /> Section 4: <br /> Nothing herein shall preclude the City Council from holding executive <br /> sessions from which the public is excluded for deliberations and determinations <br /> on matters affecting national security, the selection of a site or the purchase <br /> of real estate when publicity regarding such consideration would cause a <br /> likelihood of increased price; the appointment, employment or dismissal of <br /> a public officer or employee or to hear complaints or charges brought against <br /> such officer-employee by another public officer, person or employee unless <br /> such-officer employee requests a public hearing and the City Council may exclude <br /> the public during examination of any or all witnesses in said matters being <br /> investigated by the governing body. <br /> 74h <br /> /77 <br /> CALI( <br /> City Clerk Mayor <br /> Passed: 2/2/72 <br /> Valid: 2/4/72 <br /> Published: 2/9/72 <br />
