Update policies 1.30— 1.33 to address financing of improvements—should reflect true <br /> costs of providing service, and costs and benefits attributable to those who use and <br /> benefit from the system. Add policy addressing funding sources—revenues should come <br /> from traditional measures, but also from other innovative measures (e.g., high occupancy <br /> tolls, vehicle miles travelled assessments, and private-sector contributions). Impacts of <br /> transportation system choices should be considered as part of this process. <br /> Include transportation financing methods that sustain maintenance, preservation, and <br /> operations of facilities. <br /> Prioritize investment in centers, including the Downtown Growth center, the SW Everett <br /> Manufacturing—Industrial Center, and other activity centers identified in the update. <br /> Policies 2.8 and 2.9 address planning and design. Add the term"context-sensitive." Add <br /> a policy related to context sensitive operations? <br /> Update Transportation Facility Design policies 2.18 —2.20 to address developing <br /> consistent transportation design standards with state, county, and other jurisdictions. <br /> Encourage Snohomish County to raise their standards to be consistent with Everett's in <br /> Everett's unincorporated UGA. In addition, transportation design standards should <br /> include creation of high quality public spaces, such as streetscapes and the type of <br /> interior and exterior facilities found at Everett Station. <br /> Amend design objective policies to add "Apply urban design principles in transportation <br /> programs and projects for regional growth centers and high-capacity transit station areas" <br /> Integrate the ten Transportation 2040 physical design guidelines in planning for centers <br /> and high capacity transit station areas. <br /> Add language to Objective 4 to reduce emissions that contribute to climate change. <br /> Incorporate human health into transportation planning. <br /> Update Public Transportation Services Strategy to include education/awareness <br /> programs for public transportation and ride sharing, and general traffic education (e.g. <br /> what school zones mean, how to safely approach an intersection where you can't see <br /> clearly, etc.). <br /> Add policy to maintain, preserve, and operate the existing transportation system in a safe <br /> and useable state. <br /> Integrate concepts related to sustainability and climate change in transportation planning. <br /> Design transportation facilities and services to interface with waterborne and air <br /> transportation terminals, including amending text related to Marine Port Facilities and <br /> addressing potential new terminal at Paine Field. <br /> 8 <br />
