City of Everett 10-Year GMA Comprehensive Plan and <br /> Development Regulations Update Audit <br /> The City has begun preparing the 10-year update of its Growth Management Comprehensive <br /> Plan. Actions proposed to be included in the update are listed below. These actions are <br /> proposed based upon review of the existing Comprehensive Plan and development regulations in <br /> conjunction with review of <br /> • Changes to the Growth Management Act and other state regulations since 2005 (when the <br /> latest comprehensive update was approved); <br /> • Amendments made to the Plan and zoning regulations since 2005; <br /> • The Puget Sound Regional Council's VISION 2040, including Multicounty Planning Policies <br /> and Transportation 2040; <br /> • Recent planning efforts completed by Snohomish County Tomorrow and Snohomish County, <br /> including the Buildable Lands Analysis and a comprehensive update of the Countywide <br /> Planning Policies; <br /> • Contacts with individuals and institutions interested in specific amendments for their <br /> properties; <br /> • Recommendations of Planning Commission, City Council and the City administration. <br /> Department of Commerce and PSRC checklists that support this Audit, as well as the <br /> Multicounty Planning Policies and Snohomish County Countywide Planning Policies can be <br /> viewed on the City's web site at http://www.everettwa.org/default.aspx?ID=2114. <br /> The list of proposed actions is divided into broad amendments, amendments to specific elements <br /> of the Comprehensive Plan, amendments affecting specific properties, and Alternatives. Note <br /> that some of the specific property amendments address broad amendments. For example, <br /> allowing residential use on a specific property can also address the need to accommodate higher <br /> population targets. The Audit also lists potential zoning/regulation changes, and issues that will <br /> not be addressed in the update. <br /> A. Broad Amendments <br /> 1. Population and Employment Growth Targets. The Supplemental Environmental Impact <br /> Statement for the Comprehensive Plan update will analyze three alternatives for 2035 <br /> population and employment targets: <br /> Alternative 1: Regional Growth Strategy. The Puget Sound Regional Council (PSRC) <br /> population target for Everett for 2035 within the existing city limits is 164,812, <br /> approximately 61,000 above the current population. The PSRC RGS employment target <br /> for Everett for 2035 is 145,428, approximately 50,000 above the current employment <br /> level. <br /> Alt. 2—Council Resolution No. 6578. This alternative has a 2035 population target of <br /> 143,000 within the existing city limits, approximately 39,000 above the current <br /> 1 <br />
