City of Everett 00 2113 - 6 <br /> 2019 Biosolids Removal UT3705-2 <br /> B. Pre Award Conference <br /> 1. After Bid opening, but prior to award, the apparent successful Bidder shall, if <br /> requested by the City, attend a pre-award conference to respond to questions by <br /> the City regarding evaluation of Bids. The City will emphasize items such as <br /> insurance and bonding that will assist in prompt issuance of the Notice to proceed. <br /> By conducting a pre-award conference, the City has not thereby waived its right to <br /> make determinations regarding responsiveness and responsibility of the Bidder. <br /> C. Acceptance of Bid <br /> 1. Within 60 days after the opening of Bids, the City will act either to accept the Bid <br /> from the lowest responsive, responsible Bidder, or to reject all Bids. The City <br /> reserves the right to request extensions of such Bid acceptance period. The <br /> acceptance of a Bid will be evidenced by a written Notice of Award of Contract I <br /> delivered in person or by certified mail to the Bidder whose Bid is accepted, <br /> together with a request to furnish a performance and payment bond and evidence <br /> of insurance and to execute the Contract set forth in the Contract Documents. <br /> 2. Bidder has 14 calendar days after receiving the Notice of Award to submit the <br /> following documents to the City: <br /> a. Two (2) executed copies of the Contract. <br /> b. Contract bond or equivalent performance and payment bond per SECTION <br /> 007200, Part 15.2 "Bonds", of the Contract Documents. <br /> c. Certificate of Insurance and additional insured endorsement, SECTION <br /> 007200, Part 15.3 "Insurance", of the Contract Documents. <br /> 3. A Contract shall not be formed until the Contract Documents are signed by the <br /> Mayor. <br /> i <br /> 1.14 TIME OF COMPLETION <br /> A. The Contractor shall complete the Work on or before the date or dates specified in I <br /> Section 005213 - CONTRACT. <br /> 1.15 WAGES <br /> A. All laborers, workmen, or mechanics in each trade or occupation employed in the <br /> performance of the Contract either by Contractor, Subcontractor, or other person doing <br /> Work shall be paid not less than the prevailing rate of wage as defined in RCW <br /> 39.12.010.
