10.0 SECURITY <br /> 10.1 Committee Charter. The ORCA Security Committee Charter, as adopted by the Joint Board per <br /> Section 4.0, outlines the structure, roles, responsibilities and authorities associated to the ORCA Security <br /> Committee (OSEC). The OSEC is tasked with the oversight of information security and risk management <br /> activities for the ORCA System. <br /> 10.2 Regional Security Engineer. Under the Regional ORCA Operations Team (ROOT), the Regional <br /> Security Engineer (RSE) will serve as the technical expert representing the Agencies in the technical <br /> evaluation of all proposed actions and activities that may have an impact on the security of the ORCA <br /> System.
