DEPARTMENT OF CITY <br /> 111.1.1�,T�.` ECOLOGY <br /> State of Washington <br /> Agreement No. WQC-2019-EverPW-00038 <br /> WATER QUALITY COMBINED FINANCIAL ASSISTANCE 2019 AGREEMENT <br /> BETWEEN <br /> THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY <br /> AND <br /> CITY OF EVERETT PUBLIC WORKS DEPARTMENT <br /> This is a binding Agreement entered into by and between the state of Washington,Department of Ecology, <br /> hereinafter referred to as"ECOLOGY,"and City of Everett Public Works Department,hereinafter referred to as the <br /> "RECIPIENT,"to carry out with the provided funds activities described herein. <br /> GENERAL INFORMATION <br /> Project Title: Jackson Park Area Stormwater Separation and <br /> Treatment <br /> Total Cost: $1,500,000.00 <br /> Total Eligible Cost: $1,250,000.00 <br /> Ecology Share: $937,500.00 <br /> Recipient Share: $312,500.00 <br /> The Effective Date of this Agreement is: 07/01/2018 <br /> The Expiration Date of this Agreement is no later than: 06/30/2021 <br /> Project Type: Stormwater Facility <br /> Project Short Description: <br /> This project will improve water quality in the Snohomish River through the design and installation of a <br /> stormwater treatment facility in the Jackson Park Area in the City of Everett.This project will reduce combined <br /> sewer overflows through the separation and treatment of stormwater prior to discharge to the Snohomish River. <br /> Listed salmon species and habitat will also benefit from this project. <br /> Project Long Description: <br /> The RECIPIENT will design and construct a stormwater treatment facility and its collection structures and <br /> conveyances in the Jackson Park Area in the City of Everett that will reduce combined sewer overflow(CSO) <br /> discharges to the Snohomish River. The drainage catchment area includes major roadways,residential streets <br /> and alleys,and a large city park,with the catchment area consisting of approximately 23 acres. Currently,the <br /> catchment area is a combined sewer system tributary to CSO outfalls that have historically experienced CSO <br /> discharges to the Snohomish River that exceed regulatory limits.This project will disconnect the stormwater <br /> drainage from approximately 23 acres of the combined sewer system,route drainage to the treatment site,and <br />
