DEPARTMENT OF <br /> ECOLOGY <br /> MOM State of Washington <br /> Agreement No. WQC-2019-EverPW-00052 <br /> WATER QUALITY COMBINED FINANCIAL ASSISTANCE 2019 AGREEMENT <br /> BETWEEN <br /> THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY <br /> AND <br /> • <br /> CITY OF EVERETT PUBLIC WORKS DEPARTMENT <br /> This is a binding Agreement entered into by and between the state of Washington,Department of Ecology, <br /> hereinafter referred to as"ECOLOGY,"and City of Everett Public Works Department,hereinafter referred to as the <br /> "RECIPIENT,"to carry out with the provided funds activities described herein. <br /> GENERAL INFORMATION <br /> Project Title: Port Gardner Bay Outfalls Water Quality <br /> Treatment Retrofit <br /> Total Cost: $1,177,030.67 <br /> Total Eligible Cost: $1,177,030.67 <br /> Ecology Share: $882,773.00 <br /> Recipient Share: $294,257.67 <br /> The Effective Date of this Agreement is: 07/01/2018 <br /> The Expiration Date of this Agreement is no later than: 12/31/2021 <br /> Project Type: Stormwater Facility <br /> Project Short Description: <br /> This project will improve water quality in Port Gardner Bay through design and installation of MWS -Linear <br /> Modular Wetland Stormwater Treatment Systems at four or more outfalls in the City of Everett.This project <br /> will provide treatment for total suspended solids(TSS),dissolved copper and zinc,and total phosphorus. <br /> Additional benefits of this project may include improvement of overall sediment quality and aquatic habitat in <br /> Port Gardner Bay. <br /> Project Long Description: <br /> The RECIPIENT will install MWS -Linear Modular Wetland Stormwater Treatment Systems on four or more <br /> City of Everett stormwater outfalls.These systems will treat stormwater runoff from approximately 20 acres of <br /> pollution-generating impervious surfaces within the area of West Marine View Drive prior to discharging from <br /> outfall pipes.The possible outfall locations include three Combined Sewer Overflow(CSO)outfalls(PSO2, <br /> PSO3,and PSO5)that also receive separate stormwater discharge,and two separate stormwater outfalls near the <br /> northern most portion of West Marine View Drive.All of these outfalls are located in North Everett and <br />
