• <br /> ORDINANCE NO./ 7 y -7/ <br /> AN ORDINANCE permitting the operation of special <br /> self-service gasoline dispensing devices at service <br /> stations within the City of Everett, regulating the <br /> operation and management of same, and repealing <br /> Ordinance No. 3236 (Everett City Code, Chapter 7. 24). <br /> WHEREAS, the state of the art of developing special gasoline dispensing <br /> devices has advanced to the point where the hazard involved in self-service <br /> equipment has been minimized, and <br /> WHEREAS, the 1969 Flammable and Combustible Liquids Code published <br /> by the National Fire Protection Association adopts a position approving <br /> the operation of special type dispensers if property regulated, <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: <br /> Approved special dispensing devices incorporating a remote console from <br /> which the attendant shall have full control over any and all pumps designated as <br /> self-service are permitted at service stations within the City of Everett, provided <br /> there is at least one qualified attendant on duty while the station is open to <br /> the public. The attendant shall be required to actuate an individual control switch <br /> from said control console authorizing dispensing from each self-service pump <br /> prior to the delivery of any gasoline. Further, said console shall provide a control <br /> device for emergency cutoff of all dispensing should need arise. The attendant's <br /> primary function shall be to supervise, observe and control the dispensing of <br /> Class I liquids as defined in the City of Everett Fire Prevention Code, while said <br /> liquids are being dispensed. It shall be the responsibility of the attendant to prevent <br /> the dispensing of Class I liquids into portable containers not in compliance with the <br /> City of Everett Fire Prevention Code, control sources of ignition, and to immediately <br /> handle accidental spills and fire ext inguishers if needed. <br /> Section 2: <br /> The attendant or supervisor on duty shall be capable of performing the <br /> functions and the responsibilities outlined in this ordinance. <br /> Section 3: <br /> Emergency and dispensing controls shall be an integral part of any self-service <br /> system installed at a location acceptable to the City Fire Marshal, but controls <br /> shall not be more than 100 feet from dispensers. <br /> Section 4: <br /> Instructions for the operation of dispensers shall be conspicuously posted. <br /> Section 5: <br /> All nozzle valves utilized in a self-service system shall be a listed <br /> automatic-closing type without a hold-open latch. <br />
